The bidder is required to have prior work experience in construction of Eligible Projects, with a sum total of payments received or construction works undertaken exceeding Rs 6.29 crore over the past 10 financial years. The Eligible Projects include widening/reconstruction/up-gradation works on roads, construction of bridges, and other linear projects. The bidder should have experience in projects such as: - Widening/reconstruction/up-gradation works on NH/SH/Expressway or on any category of road taken up under CRF, ISC/El, SARDP, LWE - Widening/re-construction/up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis - Widening/reconstruction/up-gradation work of roads in Municipal corporation limits, construction of Bypasses - Construction of stand-alone bridges, ROBs, tunnels - Construction/reconstruction of linear projects like airport runways, railways The value and percentage of similar works completed are mentioned as follows: - The total estimated capital cost of the project: Rs. ………… crore - The amount undertaken by the bidder for construction: Rs. ………… Crores (excluding any part of the project for which any contractor, sub-contractor or other agent was appointed for the purpose of construction) - The amount received or executed by the bidder: Rs. ………… cr. - Percentage of participation of Bidder in the project: mentioned in a table format with columns for project/work name, percentage of participation, date of issue of LOA, construction period, value of contract, value of work completed, and balance value of work to be completed. - Value of contract as per Agreement/LOA: Rs. in Crore - Value of work completed: Rs. in Crore - Balance value of work to be completed: Rs. in Crore For a project to qualify as an Eligible Project under Categories 1 and 2, the entity claiming experience should have held a minimum of 26% equity during the entire year for which Eligible Experience is being claimed, and the capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost. The entity claiming experience shall have undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects. Additionally, for requirement 2.2.2.2 (ii) & (iii), one similar work of 20% of the Estimated Project Cost should have been completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work. The bidder should provide year-wise details of payments received or construction works executed, with a total payments received or revenues appropriated for self-construction for each Eligible Project. The contract price for ongoing works should be at least Rs. 300 Crore. The bidder should also provide a certificate from its statutory auditor, specifying the total estimated capital cost of the project and the amount received or executed by the bidder during the past 10 financial years. The certificate should also mention the percentage of shareholding of the bidder in the joint venture or consortium, if applicable. The bidder needs to provide a certificate from the statutory auditor or the client, specifying the net worth and the methodology adopted for calculating it. The net worth should be the aggregate value of paid-up share capital and reserves created out of profits, after deducting accumulated losses and miscellaneous expenditure. The bidder should also provide a statement showing the value of all existing commitments, works for which the contractor has emerged as the winner of the bid, and anticipated value of work to be completed, verified by a certificate countersigned by the Client or its Engineer-in-charge. The bidder is required to have prior work experience in specific categories. For the Technical Capacity evaluation, the bidder's experience in the following categories is considered: 1. Project in highways sector 2. Project in core sector 3. Construction in highways sector 4. Construction in core sector The experience in these categories is computed based on the weight of the following factors: - Project in highways sector: 1 - Project in core sector: 0.75 - Construction in highways sector: 1 - Construction in core sector: 0.75 The Lead Member of the Joint Venture shall meet at least 60% requirement of Bid Capacity, Technical and Financial Capacity, while each of the other JV members shall meet at least 20% requirement of Bid Capacity, Technical and Financial Capacity individually. The Joint Venture must collectively and individually satisfy the above qualification criteria, cumulatively fulfilling the 100% requirement. The bidder is also required to provide information on similar works completed, including the project cost, which should be restricted to the share of the applicant in the joint venture for determining eligibility. If the Statutory Auditor certifies that the work of other member(s) is also executed by the applicant, then the total share executed by the applicant can be considered for determining eligibility
