Description Invitation To Bid Procurement Of Services For The Milling Of Palay And Delivery Of Milled Rice Recoveries To Nfa Region 3 And Nfa Ncr Project Reference No. Nfa-2024-rbac-regiii-004 1. The National Food Authority - Region 3 (nfa Region 3), Through Its Fy 2024 Corporate Operating Budget Intends To Apply The Sum Of P80,994,816.00 Being The Total Abc To Payments Under The Contracts For The Procurement Of Services For The Milling Of Palay And Delivery Of Milled Rice Recoveries To Nfa Region 3 And Ncr With Project Reference No. Nfa-2024-rbac-regiii-004. Bids Received For The Percentage Milled Rice Recovery Lower Than The Required Milling Recovery Of 63% For Well Milled Rice Output, Or With Delivery Fee Above The Maximum Delivery Fee Per Bag Shall Automatically Be Rejected At Bid Opening. 2. The Nfa Region 3 Now Invites Bids For The Above Procurement Project. Delivery Of The Goods Is Required By December 31, 2024. Bidders Should Have Completed Within Five (5) Years Prior To The Deadline For The Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. Prospective Bidders May Obtain Further Information From Nfa Region 3 And Inspect The Bidding Documents At The Address Given Below During Monday To Friday From 8:00 Am To 5:00 Pm. 5. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On September 24 To October 14, 2024, From The Given Address And Website(s) Below Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb. The Procuring Entity Shall Allow The Bidder To Present Its Proof Of Payment For The Fees In Person, By Facsimile, Or Through Electronic Means. 6. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In Itb Clause 14. 9. Bid Opening Shall Be On October 14, 2024, After The 10:00 Am Deadline For The Submission Of Bids At The Nfa Staffhouse In Cabanatuan City, Nueva Ecija. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity. 10. For Reference, The Procurement Of The Required Services Is Divided Into Lots Which Shall Be Awarded As A Separate Contract Per Lot As Shown Below Together With Their Corresponding Minimum Expected Milling Recovery, Maximum Trucking Rate And Bidding Fee: The Milling Contract Shall Be Based On Payment-in-kind (pik) Scheme, The Miller Contractor Guarantees To Deliver To The Nfa At Specified Time And Place The Main Output Equivalent To The Guaranteed Recovery Stipulated In The Contract (minimum Of 63%). The Remaining Output In Excess Of The Guaranteed Recovery Plus The By-products And Rice Hull Is Retained By The Miller To Cover The Milling Costs. The Delivery Of Rice Recoveries From Millsite To Designated Receiving Warehouses In Nfa Region 3 And Nfa National Capital Region (nfa Ncr) Shall Be Charged To Nfa Region 3 At Contracted Rates. 11. The Nfa Region 3 Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Sections 35.6 And 41 Of The 2016 Revised Irr Of Ra No. 9184, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 12.
