Description Formulation Of Clup, And Cdp Terms Of Reference (tor) Comprehensive Land Use Plan (clup), Comprehensive Development Plan Of The Municipality Of Santa Fe I. Background And Introduction The Municipal Government Of Santa Fe, Located In Cebu, Philippines, Intends To Update Its Existing Draft Land Use Plan, Comprehensive Development Plan And Local Development Investment Program To Align With Current Development Goals, Address Emerging Challenges, And Promote Sustainable Land Use Practices. The Purpose Of This Tor Is To Provide Interested Bidders With Comprehensive Guidelines And Information For Submitting Proposals To Undertake The Task Of Updating The Existing Draft Land Use Plan, Comprehensive Development Plan And Local Development Investment Plan. Ii. Objectives A) Conduct A Thorough Review And Evaluation Of The Existing Draft Municipal Land Use Plan, Assessing Its Effectiveness In Guiding Land Development And Management. B) Engage With Relevant Stakeholders, Including Government Officials, Community Representatives, Experts, Non-governmental Organizations (ngos), And Other Concerned Parties, To Gather Input, Incorporate Their Perspectives, And Ensure Inclusivity In The Updated Comprehensive Land Use Plan. C) Analyze The Municipality's Current And Projected Land Use Patterns, Considering Demographic Trends, Economic Activities, Environmental Factors, Infrastructure Development, Disaster Risk Management, And Climate Change Resilience. D) Identify Key Challenges, Opportunities, And Constraints Related To Land Use, Urbanization, Agricultural Activities, Natural Resource Management, Environmental Protection, Heritage Preservation, And Sustainable Development Within The Municipality. E) Develop An Updated, Comprehensive, And Integrated Land Use Plan That Includes Appropriate Land Zoning Regulations, Land Use Policies, And Strategies To Guide Future Development, With A Particular Focus On Sustainable Land Use Practices. F) Ensure That The Updated Comprehensive Land Use Plan Adheres To Existing National And Local Laws, Regulations, And Policies Related To Land Use Management, Environmental Protection, Disaster Risk Reduction, And Urban Planning. G) Provide Recommendations For Effective Implementation, Monitoring, And Enforcement Of The Updated Comprehensive Land Use Plan, Including The Establishment Of Mechanisms For Regular Review, Feedback, And Stakeholder Engagement. H) Prepare Detailed Maps, Diagrams, And Other Visual Aids To Illustrate The Proposed Land Use Plan, Zoning Regulations, And Other Relevant Aspects Of The Updated Comprehensive Land Use Plan. Iii. Scope Of Work A) Review And Assessment: I. Conduct A Comprehensive Review And Assessment Of The Existing Municipal Land Use Plan, Analyzing Its Strengths, Weaknesses, Gaps, And Areas For Improvement. Ii. Evaluate The Effectiveness Of Current Land Use Policies And Regulations In Addressing Land Management Issues, Promoting Sustainable Development, And Ensuring Environmental Protection. Iii. Assess The Integration Of Disaster Risk Reduction, Climate Change Adaptation, And Resilience Considerations In The Existing Land Use Plan. B) Stakeholder Engagement And Consultations: I. Organize And Facilitate Stakeholder Consultations, Workshops, And Meetings To Gather Input, Feedback, And Perspectives From Relevant Stakeholders, Including Local Government Units (lgus), Communities, Ngos, Academia, And The Private Sector. Ii. Conduct Interviews And Surveys To Gather Qualitative And Quantitative Data On Land Use Practices, Community Needs, Aspirations, And Concerns. Iii. Facilitate Participatory Mapping Exercises And Other Tools To Engage Stakeholders In The Land Use Planning Process. C) Data Collection And Analysis: I. Collect Relevant Data And Information On Land Use, Land Cover, Demographics, Economic Activities, Environmental Factors, Infrastructure, Natural Resources, Heritage Sites, And Other Pertinent Aspects. Ii. Analyze The Collected Data And Information To Identify Trends, Patterns, And Drivers Of Land Use Change, Environmental Impacts, And Socio-economic Dynamics. Iii. Apply Appropriate Analytical Tools, Including Geographic Information Systems (gis), Remote Sensing, And Other Relevant Techniques, To Support Data Analysis And Visualization. D) Land Use Planning And Program Development: I. Develop An Updated Land Use Plan That Includes A Comprehensive Land Use Plan, Zoning Regulations, Land Use Policies, And Development Strategies That Address The Identified Challenges, Opportunities, And Constraints. Ii. Ensure The Integration Of Disaster Risk Reduction, Climate Change Adaptation, And Resilience Considerations In The Land Use Planning Process. Iii. Develop Guidelines And Criteria For Land Use Decision-making, Taking Into Account Ecological Integrity, Cultural Heritage, Social Equity, Economic Viability, And Sustainable Development Principles. E) Implementation And Monitoring Framework: I. Provide Recommendations For The Effective Implementation Of The Updated Land Use Plan, Including Institutional Arrangements, Capacity Building Needs, And Coordination Mechanisms Among Relevant Stakeholders. Ii. Develop A Monitoring And Evaluation Framework To Assess The Progress, Effectiveness, And Impact Of The Updated Land Use Plan Over Time. Iii. Establish Mechanisms For Regular Review, Feedback, And Updates To Ensure The Relevance And Adaptability Of The Land Use Plan. Iv. Deliverables A) A Comprehensive Report That Documents The Findings Of The Review, Analysis, And Stakeholder Consultations, And Presents The Proposed Updates To The Municipal Land Use Plan. B) Detailed Maps Including Overlay Maps, Diagrams, And Visual Aids Depicting The Proposed Land Use Plan, Zoning Regulations, And Other Relevant Aspects Of The Updated Land Use Plan. C) Guidelines And Criteria For Land Use Decision-making, Considering Environmental, Social, Cultural, And Economic Factors. D) Recommendations For The Effective Implementation, Monitoring, And Enforcement Of The Updated Land Use Plan, Including Institutional Arrangements And Capacity Building Needs. E) A Monitoring And Evaluation Framework To Assess The Progress, Effectiveness, And Impact Of The Updated Land Use Plan. F) Any Other Relevant Documentation, Data, Or Analysis Deemed Necessary For The Successful Completion Of The Project. G) Comprehensive Development Plan Using The Data Provided By The Local Government H) Local Development Investment Program V. Qualifications And Requirements A) Bidders Should Possess Demonstrable Experience And Expertise In Urban Planning, Land Use Management, Environmental Assessment, Disaster Risk Reduction, Climate Change Adaptation, And Sustainable Development, Preferably With Previous Experience In Similar Projects In The Philippines. B) Bidders Must Have A Team Of Qualified Professionals, Including Urban Planners, Environmental Specialists, Disaster Risk Management Experts, Gis Analysts, Social Scientists, And Other Relevant Technical Personnel, Capable Of Undertaking The Project Effectively. C) Bidders Should Provide References And Samples Of Previous Work Related To Land Use Planning, Urban Development, Environmental Management, Or Similar Projects. D) Bidders Should Be Familiar With Philippine Laws, Regulations, And Policies Related To Land Use Planning, Environmental Protection, Disaster Risk Reduction, And Urban Governance. Vi. Timeline And Payment A) The Project Is Expected To Be Completed Within One Hundred Eighty Working Days (180 W.d). B) Payment Terms Will Be Negotiated With The Successful Bidder And Will Be Based On Deliverables And Milestones Agreed Upon In The Contract, Subject To Coa Rules And Regulations, And The Irr Of Ra 9184.
