Description Republic Of The Philippines Municipality Of Ibaan Batangas Bids And Awards Committee Resolution No. 2024-998 Resolution Recommending Small Value Procurement As An Alternative Method Of Procurement Whereas, Pursuant To Article Iv, Section 10 Of R.a. No. 9184, All Procurement Shall Be Done Through Competitive Bidding, Except As Provided For In Article Xvi Of This Act. Whereas, Article Xvi Particularly Section 48 Provides Alternative Methods And States That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative, And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement. Whereas, High Value Commercial Crops (hvcc) Development Program Is One Of The Banner Programs Of The Department Of Agriculture Mandated To Contribute For Attainment Of The Food Self-sufficiency, Economic Growth And Enhancement Of Consumer's Health And Welfare; Whereas, Purchase Request Dated June 24, 2024 For The Supply And Delivery Of Quality Seeds Is Attached Thereto; Whereas, Under Section 53.9 Of The Irr Of Ra 9184 Defines Small Value Procurement As Procurement Of Goods, Infrastructure Projects And Consulting Services, Where The Amount Involved Does Not Exceed The Threshold Prescribed In Annex "h" Of The Irr: Provided, That In Case Of Goods, The Procurement Does Not Fall Under Shopping In Section 52 Of This Irr. Whereas, The Said Annex “h” Of Irr Of Ra 9184 Further Defines The Small Value Procurement Of (a) Goods Not Covered By Shopping Under Section 52 Of The Irr Of Ra 9184, (b) Infrastructure Projects, And (c) Consulting Services, Where The Amount Involved Does Not Exceed Two Hundred Thousand Pesos (p200,000.00); Whereas, The Approved Budget For The Contract In The Supply And Delivery Of Quality Seeds, Hvcc Production Enhancement Project, Municipal Agriculture Office, Municipality Of Ibaan, Batangas Is One Hundred Eighty Thousand Five Hundred Seventy Pesos Only (p180,570.00). Now Therefore, We The Members Of The Bids And Awards Committee, Resolved As It Is Hereby Resolved To Recommend Small Value Procurement As An Alternative Method Of Procurement Under Section 53.9 Of The Irr Of Ra 9184 For The Supply And Delivery Of Quality Seeds.
