Description Republic Of The Philippines Municipality Of Ibaan Batangas Bids And Awards Committee Resolution No. 2024-239 Resolution Recommending Small Value Procurement As An Alternative Method Of Procurement Whereas, Pursuant To Article Iv, Section 10 Of R.a. No. 9184, All Procurement Shall Be Done Through Competitive Bidding, Except As Provided For In Article Xvi Of This Act. Whereas, Article Xvi Particularly Section 48 Provides Alternative Methods And States That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative, And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement. Whereas, Meetings And Conferences Are Vital When They Provide An Opportunity For An Official Or Employee To Share Information Necessary For The Success Of An Agency And For An Efficient Delivery Of Its Services; Whereas, The Municipal Government Of Ibaan Believes That Conducting Strategic Planning Will Enable Every Department Head And Designated Officer Exert Their Outmost Effort For Compliance With Different Documentary Requirements Needed In Achieving Seal Of Good Local Governance (sglg) And Achieve High Rating From Coa’s Audit. A Team Was Also Created To Monitor And Follow-up Everyone’s Compliance While The Officers Continuously Performing Their Official Functions And Their Respective Offices; Whereas, Purchase Request Dated February 8, 2024 For The Supply And Delivery Of Food Is Attached Thereto; Whereas, Under Section 53.9 Of The Irr Of Ra 9184 Defines Small Value Procurement As Procurement Of Goods, Infrastructure Projects And Consulting Services, Where The Amount Involved Does Not Exceed The Threshold Prescribed In Annex "h" Of The Irr: Provided, That In Case Of Goods, The Procurement Does Not Fall Under Shopping In Section 52 Of This Irr. Whereas, The Said Annex “h” Of Irr Of Ra 9184 Further Defines The Small Value Procurement Of (a) Goods Not Covered By Shopping Under Section 52 Of The Irr Of Ra 9184, (b) Infrastructure Projects, And (c) Consulting Services, Where The Amount Involved Does Not Exceed Two Hundred Thousand Pesos (p200,000.00); Whereas, The Approved Budget For The Supply And Delivery Of Food, Municipal Officials And Project Monitoring And Compliance Team’s Strategic Planning, Municipality Of Ibaan, Batangas Is One Hundred Fifty-three Thousand Pesos Only (p153,000.00). Now Therefore, We The Members Of The Bids And Awards Committee, Resolved As It Is Hereby Resolved To Recommend Small Value Procurement As An Alternative Method Of Procurement Under Section 53.9 Of The Irr Of Ra 9184 For The Supply And Delivery Of Food.
