Description Republic Of The Philippines Municipality Of Ibaan Batangas Bids And Awards Committee Resolution No. 2024-1968 Resolution Recommending Small Value Procurement As An Alternative Method Of Procurement Whereas, Pursuant To Article Iv, Section 10 Of R.a. No. 9184, All Procurement Shall Be Done Through Competitive Bidding, Except As Provided For In Article Xvi Of This Act. Whereas, Article Xvi Particularly Section 48 Provides Alternative Methods And States That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative, And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement. Whereas, The Department Of Social Welfare And Development (dswd) Is Mandated To Provide Social Protection And Promote The Rights And Welfare Of Individual Groups, Families And Communities To Contribute To Poverty Alleviation And Empowerment Through Social Welfare And Development (swd) Policies, Programs And Services Implemented. Given This Mandate, The Municipal Social And Development Office Will Conduct A Program Implementation Review For Different Sectors Such As Lgbtq, Bns, Mhw And Barangay Tanod; Whereas, The Municipality Of Ibaan Recognized Sectoral Groups As Dynamic Partners In The Delivery Of Programs And Services. Through This Activity, Areas For Improvement Can Be Identify And It Can Keep Groups More Accountable And Can Measure Every Recipient Engagement; Whereas, Purchase Request Dated November 8, 2024 For The Supply Of Services For The Rental Of Lights And Sounds Is Attached Thereto; Whereas, Under Section 53.9 Of The Irr Of Ra 9184 Defines Small Value Procurement As Procurement Of Goods, Infrastructure Projects And Consulting Services, Where The Amount Involved Does Not Exceed The Threshold Prescribed In Annex "h" Of The Irr: Provided, That In Case Of Goods, The Procurement Does Not Fall Under Shopping In Section 52 Of This Irr. Whereas, The Said Annex “h” Of Irr Of Ra 9184 Further Defines The Small Value Procurement Of (a) Goods Not Covered By Shopping Under Section 52 Of The Irr Of Ra 9184, (b) Infrastructure Projects, And (c) Consulting Services, Where The Amount Involved Does Not Exceed Two Hundred Thousand Pesos (p200,000.00); Whereas, The Approved Budget For The Contract In The Supply Of Services For The Rental Of Lights And Sounds, Sectoral Project Implementation Review And Evaluation, (youth, Sc, Erpat And Women), Mswdo, Municipality Of Ibaan, Batangas Is One Hundred Ninety Thousand Pesos Only (p190,000.00). Now Therefore, We The Members Of The Bids And Awards Committee, Resolved As It Is Hereby Resolved To Recommend Small Value Procurement As An Alternative Method Of Procurement Under Section 53.9 Of The Irr Of Ra 9184 For The Supply Of Services For The Rental Of Lights And Sounds.
