Description Republic Of The Philippines Municipality Of Ibaan Batangas Bids And Awards Committee Resolution No. 2024-1752 Resolution Recommending Small Value Procurement As An Alternative Method Of Procurement Whereas, Pursuant To Article Iv, Section 10 Of R.a. No. 9184, All Procurement Shall Be Done Through Competitive Bidding, Except As Provided For In Article Xvi Of This Act. Whereas, Article Xvi Particularly Section 48 Provides Alternative Methods And States That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative, And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement. Whereas, As The Year 2024 Is Coming To An End, It Is About Natural That The Agency Provides An Opportunity To Celebrate The Lgu And Its Personnel’s Achievements Which Will Somehow Boost The Morale Among Employees; Whereas, The Municipal Government Of Ibaan Believes That Organizing A Combined Family Day And Year-end Assembly For All Lgu Employees And Other Lgu-linked Personnel Will Promote Unity, Recognize Hard Work And Provide A Platform For Future Goals. This One-day Activity Aims To Blend Celebration With Appreciation And Some Forward-looking Discussions; Whereas, Purchase Request Dated October 16, 2024 For The Supply And Delivery Of Ham Is Attached Thereto; Whereas, Under Section 53.9 Of The Irr Of Ra 9184 Defines Small Value Procurement As Procurement Of Goods, Infrastructure Projects And Consulting Services, Where The Amount Involved Does Not Exceed The Threshold Prescribed In Annex "h" Of The Irr: Provided, That In Case Of Goods, The Procurement Does Not Fall Under Shopping In Section 52 Of This Irr. Whereas, The Said Annex “h” Of Irr Of Ra 9184 Further Defines The Small Value Procurement Of (a) Goods Not Covered By Shopping Under Section 52 Of The Irr Of Ra 9184, (b) Infrastructure Projects, And (c) Consulting Services, Where The Amount Involved Does Not Exceed Two Hundred Thousand Pesos (p200,000.00); Whereas, The Approved Budget For The Supply And Delivery Of Ham, 2024 Family Day And Year-end Assembly Program, Office Of The Hrmo, Municipality Of Ibaan, Batangas Is One Hundred Sixty-six Thousand Four Hundred Pesos Only (p166,400.00). Now Therefore, We The Members Of The Bids And Awards Committee, Resolved As It Is Hereby Resolved To Recommend Small Value Procurement As An Alternative Method Of Procurement Under Section 53.9 Of The Irr Of Ra 9184 For The Supply And Delivery Of Ham.
