Description Request For Expression Of Interest (project Id: Consultancy Services 2024-09-40) For The Procurement Of Consultancy Services For The Updating Of Comprehensive Land Use Plan And Zoning Ordinance 1. The Municipal Government Of Hagonoy, Bulacan, Through The Municipal Planning And Development Coordinator’s Office General Fund Fy 2024 Intends To Apply The Sum Of One Million Pesos Only (php 1,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Consultancy Services For The Conduct Of Updating Of Comprehensive Land Use Plan And Zoning Ordinance Of The Municipality Of Hagonoy, Bulacan. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Municipal Government Of Hagonoy Now Calls For The Submission Of Eligibility Documents And Expressions Of Interest For The Conduct Of Updating Of The Long-term Comprehensive Land Use Plan, Medium-term Comprehensive Development Plan And Zoning Ordinance Of The Municipality Of Hagonoy. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before September 17, 2024, 9:00 Am At Bac Office, G/f New Building Municipal Compound Brgy. Sto. Niño, Hagonoy, Bulacan. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From The Municipal Government Of Hagonoy Thru The Bac Secretariat Office And Inspect The Bidding Documents At The Address Given Below During 8:00am To 5:00pm (monday Thru Friday). 4. A Complete Set Of Bidding Documents – Part I May Be Acquired By Interested Bidders On September 9-16, 2024 From The Address Below. Bidding Documents – Part Ii May Only Be Acquired By Short Listed Consultants Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of One Thousand Pesos Only (php 1,000.00). It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are Quality-cost Based Evaluation/ Selection (qcbe/qcbs): Criteria Preferred Qualifications Bases Points Experience And Capability Of The Firm/ Bidder • Established Track Record Of At Least Five (5) Years Or More In The Field Of Land Use Planning. • Extensive Experience (not Less Than 5 Years In The Preparation Of Comprehensive Land Use Plans And Zoning Ordinances For Lgus). • Engaged With At Least Three (3) Institutions, Preferably In Bulacan/ Region Iii, Belonging To The Public/ Government Sector In Similar Or Relevant Nature Of Work As Mentioned Above. • Engaged With At Least Five (5) Institutions In Similar Or Relevant Nature Of Work (i.e. Formulation/ Updating Of Land Use Plan, Urban/ Regional Planning, Etc.) • At Least 50% Of Completed Plans By The Consultancy Firm Have Been Reviewed And Ratified By Concerned Entities Such As Sangguniang Panlalawigan And/ Or Dhusd/ Neda • Should Have Multi-disciplinary Consultants As Follows: A. Licensed Environmental Planners B. Urban And Regional Planners C. Geographic Information System (gis) Mapper D. Economist • The Experience Of The Firm, Or Its Project Manager/ Team Leader For The Services To Be Procured, In Terms Of The Single Largest Completed Contract (slcc) Similar To, And With The Following Cost As Percentage Of The Approved Budget For The Contract (abc), Shall Be Rated As Follows: Cost Of Completed Contract As % Of Abc Points 50% Or More 50 40% To <50% 40 30% To <40% 25 <30% 0 • If The Firm/ Bidder Or Its Project Manager/ Team Leader Has No Completed Any Similar Contract, It Shall Be Disqualified. • Additional Guidelines Are Given In Clause 5.1 Records Of Previous Engagement And Quality Of Performance In Projects Related To The Competition And Other Similar Fields, And Geographical Distribution Of Current/ Impending Projects. Once The Contract Has Been Awarded, No Replacement Shall Be Allowed Until After Fifty (50%) Of The Personnel’s Man-months Have Been Served, Except For Justifiable Reasons, Subject To Appropriate Sanctions As Prescribed In The Philippine Bidding Documents (pbd) 20 Workload/ Overall Work Commitment The Score In This Criterion Shall Be Based On The Present Workload Of The Bidder.
