Description Terms Of Reference For Consulting Services In Preparation Of A 5-year Tourism Master Plan Of Dipaculao, Aurora 1.0 Introduction Natural Assets Are An Invaluable Environmental Capital Which Less Developed Municipalities Can Focus Their Development Plans On. Apart From The Intrinsic Ecosystem Services Nature Provides, These Natural Assets Also Provide Opportunities For Recreation And Leisure That Are The Base Of A Tourism Economy. The Municipality Of Dipaculao, In Aurora Province, Provides A Wealth Of Natural Assets In Its Scenic Highlands And Stretch Of The Coastal Zone. The Local Government Of Dipaculao Aspires To A Development Strategy Well Anchored On Making It An Eco-tourism Hub, As Enshrined In Its Stated Vision In Its Current Comprehensive Land Use Plan [clup]. These Terms Of Reference [tor] Provide Guidance For The Preparation Of A Medium-term 5-year Tourism Master Plan By Interested, Qualified Consultants. 2.0 Scope Of Technical Services The Consultant To Be Engaged Shall Prepare A Well-scoped Inclusive, Comprehensive Medium-term Tourism Master Plan [tmp] That Shall Be The Roadmap For How The Municipality Shall Implement Its Development. 2.1 Planning Considerations. Given Tourism's Interface With Several Closely Related Concerns, The Tourism Master Plan Shall Integrate The Primary Related Concerns Of Environment And Sustainability, Transportation And Infrastructure, Agriculture And Waste Management Overlayed With Concerns On Livelihood Development And Ancestral Domains. 2.2 Legacy Documents. In Formulating The Tmp, The Consultant Shall Consider The Local Government's Aspirations As Articulated In Its Other Local Legacy Documents And Aligned With National Plans, Not Necessarily Limited To The Current Versions Of The : • Forest Land Use Plan [flup] 2020-2029 • Zoning Ordinance, 2020-2029 • Local Public Transport Route Plan, 2020-2029 • Provincial Tourism Masterplan Intent • National Tourism Development Plan, 2020-2029 3.0 Target Deliverables 3.1 Main Deliverables. The Consultant Shall Accomplish And Complete Its Work In Three [3] Stages Of Deliverables, As Follows : 3.1.1 Inception Report 3.1.2 Interim Progress Plan Report, And 3.1.3 Final Plan Report Each Of These Deliverables Shall Be Subject To Review And Approval By The Lgu Prior To Proceeding To Next Stages. 3.2 Associated Deliverables. In The Course Of Its Work, The Consultant Shall Be Responsible To Coordinate With Various Stakeholders [ie. The Lgu's Various Planning Bodies, The Provincial Government, And Other Relevant Private-sector Industry Actors And Non-profit Organizations] To Assess Felt Needs, And A Well Scoping Of Issues And Concerns. To This End, These Associated Work May Include Any Of The Following : 3.2.1 Organizing And Management Of Meetings-workshops, Whether Online Or Hybrid During Project Kick-off And Succeeding Sessions. 3.2.2 Ground-truth Surveys Or Validation Site Visits To Places Of Interest To Assess Best Uses And Emergent Potentials 3.2.3 Interviews With Key Industry Stakeholders And Interest Groups 3.3 Format Of Deliverables The Reports Shall Be A Well Organized Document, Structured Into Chapters And Paginated. The Documents Shall Be In Their Final Form A Pdf File In A3 Format. Submittals Shall Be : 3.3.1 Hardcopies, Bound In Six [6] Sets 3.3.2 E-files, In Editable Pptx And Pdf Formats 4.0 Project Completion By Stages The Engaged Consultant Shall Commit To Complete The Project Within A Total Of Six [6] Calendar Months Or Twenty-four [24] Calendar Weeks, According To This Provisional Schedule From The Date Of Award : 4.1 Inception Report, 06 Weeks 4.2 Interim Progress Plan Report, 12 Weeks 4.3 Final Plan Report, 06 Weeks 4.4 Time For Client Reviews The Durations To Complete Each Of The Stages Above Exclude Time Spent For Review And Approval By The Lgu.
