Description Republic Of The Philippines Province Of Romblon Municipality Of Calatrava Bids And Awards Committee Request For Expression Of Interest For The Procurement Of Consulting Services For The Design And Build Of The Municipal Sanitary Landfill The Local Government Unit Of Calatrava, Romblon, Through The S.b Resolution No. 251 S. 2024 (realignment Of Fund) Intends To Apply The Sum Of Seven Million Pesos (p7,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Procurement Of Consulting Services For The Design And Build Of The Municipal Sanitary Landfill. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. The Local Government Unit Now Calls For The Submission Of Eligibility Documents For The Procurement Of Consulting Services For The Design And Build Of The Municipal Sanitary Landfill. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before September 26, 2024, 10:00 A.m. At The Municipal Hall Of Calatrava, Romblon. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. Interested Bidders May Obtain Further Information From Lgu-calatrava, Romblon And Inspect The Bidding Documents At The Address Given Below During Office Hours From Monday To Friday Excluding Holidays. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On September 26 To October 15, 2024 From The Address Below And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Ten Thousand Pesos Only (10,000.00) It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Interested Bidders Are Required To Submit Its Eligibility Documents To The Bac Of The Lgu-calatrava, Romblon In Accordance With The Eligibility Requirements As Part Of The Official Bidding Documents Issued For This Project. The Criteria And Rating For The Short Listing Of Eligible Firms Shall Be As Follows; A) Experience Of The Firm (35 Points), 2) Qualifications Of The Key Personnel Of The Firm (40 Points), And 3) Job Capacity (25 Points). To Be Considered As Short Listed, The Firm Or Its Proposed Team Leader/members Must Have Satisfactorily Completed One Similar Contract With A Project Cost Of At Least Thirty (30) Percent Of The Abc Of This Project. The Bac Will Hold A Pre Bid Conference On October 3, 2024 @ 10:00 Am At The Municipal Hall Of Calatrava, Romblon. Bid Opening Shall Be On October 15, 2024 At 1:00 Pm At The Municipal Hall Of Calatrava, Romblon. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity. Late Bids Shall Not Be Accepted. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation/selection (qcbe/qcbs) Procedure. The Procuring Entity Shall Indicate The Weights To Be Allocated For The Technical And Financial Proposals. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. The Contract Shall Be Completed Within Two Hundred Ten (210) Calendar Days. The Lgu-calatrava, Romblon Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
