The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. Specialization 80% 3.1 At Least Five (5) Years Of Experience Relating To Maritime Strategic Planning; Project Management; Organizational Development, Modernizing Regulatory Reforms; And Designing Capacity Building Programs For Industry; Research And Policy Development. 40% 10 Years And Up: 40% More Than 6 Years To Less Than 10 Years: 35% 5-6 Years: 30% 3.2 Current Experience On Regional Or International Maritime Industry Trends And Developments (i.e Operations Of International Institutions; International Conventions, Agreements And Codes) For At Least Two Years. 10% 5 Or More Projects : 10% 3-4 Projects : 7% 1-2 Projects : 4% 3.3 Must Have Rendered 30% Consultancy Service To Any 10 Years Up : 30% Government Agency Performing 6-9 Years : 20% Any One Of The Following Areas: Transportation, Logistics, 5 Years : 10% Shipping, Supply Chain, Maritime Safety And Security, Marine Environment, And Other Relevant Areas Of The Maritime Industry For At Least Five (5) Years. Passing Rate: 70% Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non- Discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. The Ministry Of Transportation And Communication Will Hold A Pre-bid Comference On October 15, 2024 At 9:00 Am At Blto Conference Room, Bgc, Cotabato City, And/or Through Video Conferencing/webcasting Via Zoom Which Shall Be Open To Prospective Bidders. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. A Proposal Shall Be Rejected At This Stage If It Does Not Respond To Important Aspects Of The Tor Or If It Fails To Achieve The Minimum Technical Score (st) Indicated Below. The Numerical Weights For Each Criterion Are As Follows: Quality Of Personnel 20% Experience And Capability Of The Consultant/ Firm 30% Plan Of Approach And Methodology 50% Total 100% The Minimum St Required To Pass Is 70%. The Attention Of The Consultant Is Drawn To Technical Proposal Forms. The Contract Shall Be Completed Within 305 Calendar Days. The Ministry Of Transportation And Communications - Barmm Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
