Establishment of an Innovation Partnership Relating to the Study and Implementation of Solutions for Adapting the Body/Bullet-Proof Vest Interface (pi Kali). The Pi Kali Aims, for Female Personnel, to Provide One or More Solutions to Increase the Contact Surface Between the Body and the Bullet-Proof Vest to Reduce Pressure and Improve Comfort Without Reducing the Tightness of the Vest. The Solutions Will Also Take Into Account Usage Needs (in Mobility Situations and in Situations Embarked in Vehicles). The Innovation Partnership Has Taken the Form of Several Framework Agreements Covering the 2 Phases Described Below. For the Launch of the Innovation Partnership, the Administration Will Contractualize the Framework Agreements Following a Consultation with Call for Competition, With Prior Advertising, and With Negotiation. The administration will enter into a contract with each of the selected partners, an identical framework agreement that will cover both phases. Each of the phases will be the subject of a subsequent contract per partner. The terms of execution of this partnership as well as those of the subsequent contracts will be defined by the framework agreement. The terms of selection of the participants will be defined in the consultation documents. At the end of the consultation, a maximum of five partners will be selected for the execution of the innovation partnership and entry into phase 1. The selected offers will be the most economically advantageous according to the criteria set out in the consultation regulations that will be sent to the candidate admitted to tender. - Phase 1 – Subsequent Market 1 (MS1): Study, Production and Evaluation of Prototypes Phase 1 will begin with the establishment of a subsequent market defining the terms of execution of the study, the production, the evaluation of the prototypes and the conditions of acceptance for entry into Phase 2. The administration will contract the subsequent Phase 2 entry market with the Phase 1 partners as follows: - Following the execution of MS1 concerning the study and production of the models, the solutions proposed by each of the partners will be tested by the Technical Sub-Directorate of the Army (stat). - At the end of Phase 1, the administration will study the solutions proposed by the partners and will establish a ranking according to the selection procedures for entry into Phase 2 defined in the consultation documents. - Phase 2 – Subsequent markets (ms2): Production of Kali solutions The solutions selected for Phase 2 will be based on the results obtained during Phase 1, and the technical, calendar and financial offers for the services and supplies expected for Phase 2. At the end of this selection, a maximum of three partners will be selected for the implementation of Phase 2.
