The important information related to prior work experience under the technical capacity header is as follows: * The Bidder shall have received payments for construction of Eligible Project(s), or has undertaken construction works by itself in a PPP project, over the past 5 (five) financial years preceding the Bid Due Date. * The sum total of the payments received or construction works undertaken should be more than Rs. 4.17 Crore. * In case of Stand-alone specialized projects, the experience period is 10 (ten) years instead of 5 years. * For a project to qualify as an Eligible Project under Categories 1 and 2, the entity claiming experience should have held a minimum of 26% equity during the entire year for which Eligible Experience is being claimed. * The capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost, i.e., more than Rs. 0.28 Crore (5% of Estimated Project cost). * The entity claiming experience shall, during the last 5 financial years preceding the Bid Due Date, have itself undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects. * For a project to qualify as an Eligible Project under Categories 3 and 4, the Bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date. * Receipts of or work executed amount less than Rs. 0.28 Crore shall not be reckoned as receipts for Eligible Projects. * The Bidder shall quote experience in respect of a particular Eligible Project under any one category only. * Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Joint Venture. * The bidder should furnish the detail of eligible experience for 5 financial years immediately preceding the bid due date. * One similar work of 20% of Estimated Project Cost should have been completed from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work. * For stand-alone specialized projects: - Major Bridges/ROB/Flyovers projects: - If the cost is less than or equal to Rs. 1,000 Cr, the bidder shall have completed at least one similar project with a span equal to or greater than 50% of the longest span or 100m, whichever is less, and the cost of such similar project shall be at least 20% of the Estimated Project Cost. - If the cost is more than Rs. 1,000 Cr, the bidder shall have completed at least one similar project with a span equal to or greater than 50% of the longest span or 100m, whichever is less, and the cost of such similar project shall be at least 20% of the Estimated Project Cost or Rs. 1000 Cr, whichever is less. - Tunnel project: The bidder shall have completed at least one tunnel project with at least 50% of the cross-sectional area of the tunnel to be constructed or the cross-sectional area of a 2-Lane Highway tunnel, whichever is less, and 20% length of the tunnel to be constructed or 2.00 Km, whichever is less, and the cost of such project shall be at least 20% of the Estimated Project Cost or Rs 1000 Crores, whichever is less. * The experience score of an eligible project should be calculated based on the construction cost, and in the case of a project situated in an OECD country, the experience score should be further multiplied by 0.5. * The conversion rate of USD to Rupees should be the daily representative exchange rates published by the Reserve Bank of India for the relevant date, which is 28 days prior to the Application Due Date. * Values like amount and percentage mentioned are: - Rs. 4.17 Crore (Threshold Technical Capacity) - 20% of Estimated Project Cost (similar work for normal Highway projects) - Rs. 1.11 Crore (similar work for normal Highway projects) - 50% of the longest span or 100m (additional qualification for Major Bridge/ROB/ Flyover) - 50% of the cross-sectional area of proposed tunnel or two-lane highway tunnel cross-sectional area (additional qualification for tunnel) - 20% length of the tunnel to be constructed in this project or 2 km (additional qualification for tunnel) - 26% equity (minimum equity for Categories 1 and 2) - 5% of Estimated Project cost (minimum capital cost for eligible projects) - 20 percent or more of the Threshold Technical Capacity (for Joint Venture members) - 0.5 (multiplier for projects situated in OECD countries) Similar work or eligible projects mentioned in technical capacity experience include: - Project in highways sector with a factor of 1 - Project in core sector with a factor of 0.75 -
