The important information given under the technical capacity header which is specifically related to prior work experience includes: - The entity claiming experience shall have undertaken the construction of a project for an amount equal to at least one half of the Project Cost of eligible projects during the last 5 financial years preceding the Bid Due Date. - For a project to qualify as an Eligible Project under Categories 3 and 4, the Bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date. - The amounts (gross) actually received/work executed during such 5 financial years shall qualify for purposes of computing the Experience Score, but receipts of or work executed amount less than Rs.49.45 Lakhs shall not be reckoned as receipts for Eligible Projects. - The Bidder shall quote experience in respect of a particular Eligible Project under any one category only, and double counting for a particular Eligible Project shall not be permitted in any form. - Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Joint Venture. - The total estimated capital cost of the project and the amount received or executed by the Applicant as certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the past five financial years are to be provided. - The percentage of participation of the Bidder in the project and the value of the contract as per Agreement/LOA are also to be provided. - A table contains information about existing commitments and ongoing works, including the percentage of participation of the Bidder in the project, construction period, value of the contract, value of work completed, and balance value of work to be completed, with columns for: 1. Name of Project/Work 2. Percentage of participation of Bidder in the project 3. Date of start/appointed date of project 4. Construction period as per Agreement/LOA 5. Value of contract as per Agreement/LOA 6. Value of work completed 7. Balance value of work to be completed 8. Anticipated date of completion 9. Balance value of work at 2017-18/2017 price level - The Bidder should have completed at least two similar completed works costing not less than an amount equal to 25% each of the estimated cost, or one similar completed work costing not less than an amount equal to 35% of the estimated cost. - For Major Bridge/ROB/Flyover, the bidder shall have completed at least one similar Major Bridge/ROB/Flyover having a length equal to or greater than 80% of the longest span or 100m, whichever is less, of the structure proposed in the project, and 40% of the length of the Major Bridge/ROB/Flyover or 2 km, whichever is less, of the structure proposed in the project. - In case of a tunnel, the bidder shall have completed construction of at least one tunnel consisting of single or twin tubes having at least the specified length. - The experience for each category would be computed as per the weight of the following factors to arrive at the aggregated Eligible Experience: - Category 1: Project in highways sector (factor: 1) - Category 2: Project in core sector (factor: 0.75) - Category 3: Construction in highways sector (factor: 1) - Category 4: Construction in core sector (factor: 0.75)Similar work or eligible projects given in technical capacity experience include: - Two similar completed works costing not less than an amount equal to 25% each of the estimated cost. - One similar completed work costing not less than an amount equal to 35% of the estimated cost. - Two similar completed works length not less than equals to 25% each of the estimated cost of the tunnel. - One similar completed work length not less than equals to 35% of the estimated cost of the tunnel. - Average Annual Turnover: 20% of the Estimated Project Cost of the Project. - Net Worth: 5% of the Estimated Cost of the project for projects up to Rs 100 crore, and 10% for projects more than Rs 100 crore. - Project in highways sector that qualify under Clause 2.2.2.6 (i) with a value of 1 - Project in core sector that qualify under Clause 2.2.2.6 (i) with a value of 0.75 - Construction in highways sector that qualify under Clause 2.2.2.6 (ii) with a value of 1 - Construction in core sector that qualify under Clause 2.2.2.6 (ii) with a value of 0.75 - Major Bridge / ROB / Flyover with length equal to or greater than: (a) No additional qualification required if longest span is less than or equal to 60m (b) 80% of the longest span or 100m, whichever is less, of the structure proposed in this project and 40% of the length Major Bridge / ROB / Flyover or 2 km, whichever is less - Tunnel with: (a) No additional qualification required if tunnel length is less than or equal to 200m (b) 80% of the cross-sectional area of proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less, and 40% length of the tunnel to be constructed (other than cut and cover method) in this project or 2km, whichever is less - Projects undertaken as PPP projects on BOT, BOLT, BOO, BOOT, or other similar basis - Projects with a capital cost of more than 5% of the estimated project cost - Projects where the entity claiming experience has held at least 26% equity during the entire year for which eligible experience is being claimed - Projects where the entity claiming experience has undertaken construction of the project for an amount equal to at least one half of the project cost of eligible projects - Projects where the bidder has received payments from clients for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the bid due date, with a minimum amount of Rs. 49.45 lakhs. - Major Bridges/ROB/Flyovers projects with a span equal to or greater than 80% of the longest span or 100m, whichever is less, and 40% of the length of the Major Bridge/ROB/Flyover or 2 km, whichever is less. - Tunnel projects with 80% of the cross-sectional area of the tunnel to be constructed or the cross-sectional area of a 2-lane highway tunnel, whichever is less, and 40% of the length of the tunnel or 2 km, whichever is less.
