The important information given under the technical capacity header, specifically related to prior work experience, includes: - Receipts of or work executed amount less than 5% of Bid Value shall not be reckoned as receipts for Eligible Projects. - The Bidder shall quote experience in respect of a particular Eligible Project under any one category only. - Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Joint Venture. - The Bidder should furnish the details of Eligible Experience for the last 5 (five) financial years immediately preceding the Bid Due Date. - No double counting for a particular Eligible Project shall be permitted in any form. - Experience for any activity relating to an Eligible Project shall not be claimed twice. Values like amount and percentage mentioned under the same header include: - 5% of Bid Value - 5 (five) financial years - 20% of Estimated Project Cost - 0.5 (zero point five) factor for projects in developed countries - 26% equity for a project to qualify as an Eligible Project under Categories 1 - 60% requirement of Bid Capacity, Technical and Financial Capacity for the Lead Member of a Joint Venture - 20% requirement of Bid Capacity, Technical and Financial Capacity for each of the other JV members. Additionally, the experience for each category would be computed as per the weight of the following factors to arrive at its aggregated Eligible Experience: - Category 1: Project in highways sector that qualify under Clause 4.7(i) - Factor: 1 - Category 3: Construction in highways sector that qualify under Clause 4.7(ii) - Factor: 1 The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5 (zero point five). Maintenance works are considered as eligible projects for evaluation under Technical capacity. For normal Highway projects, at least one similar work of 20% of Estimated Project Cost shall have been completed from the Eligible Projects in Category 1 and/or Category 3. The experience of the Eligible Projects in Category 1 and/or Category 3 shall be of 2 lane or more for projects with 4 lane or above configurations. For projects with lane configuration up to 2 lane with paved shoulder, all experience of the Eligible Projects in Category 1 and/or Category 3 shall be considered irrespective of lane configurations. The revised cost of project shall be considered for evaluation if both the estimated cost of project and revised cost of project are provided. The Bidder should have received payments from its client(s) for construction/maintenance works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 financial years immediately preceding the Bid Due Date. The amounts (gross) actually received/work executed during such 5 financial years shall qualify for purposes of computing the Experience Score, however, receipts of or work executed amount less than 5% of Bid Value shall not be reckoned as receipts for Eligible Projects. A table containing value of Civil Engineering Works in respect of EPC Projects (Turnkey projects / Item rate contract/ Construction works) undertaken by the Bidder during the last 5 years is required. The table should include the value of Civil Engg. Works undertaken w.r.t. EPC Projects including bonus, if any, and the amount of bonus received, if any. The Maximum value of projects that have been undertaken during the F.Y. out of the last 5 years and value excluding amount of bonus thereof is also required. The value updated to the price level of the year indicated in Appendix is also necessary. The amount of bonus received, if any, in EPC Projects during the last 5 years (updated to the price level of the year indicated in Appendix) should also be provided. The percentage of participation of the Bidder in the project is also required for the calculation of the value of "B". The Balance value of work to be completed and the Anticipated date of completion are also necessary for the calculation of the value of "B". The Balance value of work at 2020-21/2020 price level is also required.Similar work or eligible projects given in technical capacity experience include: - Project in highways sector that qualify under Clause 4.7(i) with a factor of 1 - Construction in highways sector that qualify under Clause 4.7(ii) with a factor of 1 - Widening / reconstruction / up-gradation works on NH / SH or on any category of road taken up under CRF, ISC/ El, SARDP, LWE - Widening/ re-construction/up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis - Widening/ reconstruction / up-gradation work of roads in Municipal corporation limits, construction of Bypasses - Construction of stand-alone bridges, ROBs, tunnels - Long term OMT works of NHAI/MoRT&H - Performance based maintenance contract in states - Projects with the title of RIDF, PMGSY road, link road, city roads, rural road, sector/ municipality road, Bridges for railway line, work of metro rails (bridges/ tunnel) - Category 1 and/or Category 3 projects, with at least one similar work of 20% of Estimated Project Cost. Values like amount and percentage mentioned: - 26% (twenty-six per cent) equity during the entire year for which Eligible Experience is being claimed - 5% of the amount specified as the Estimated Project Cost - At least one half of the Project Cost of eligible projects, excluding any part of the project for which any contractor, sub-contractor or other agent was appointed for the purposes of construction - Receipts of or work executed amount less than 5% of Bid Value shall not be reckoned as receipts for Eligible Projects - 20% of Estimated Project Cost for similar work - 0.5 factor for Experience Score of an Eligible Project situated in an OECD country - 5% of the tendered / Bid value for Net Worth (the “Financial Capacity”) of the Bidder - 15% of the tendered / Bid value for Average Annual Turnover of the Bidder for the last 5 financial years.
