Bidders must demonstrate technical capacity and experience over the past five financial years by receiving payments for constructing eligible projects or undertaking construction work in a PPP project, exceeding a specified threshold. Receipts or work under a specified minimum amount will not be counted. Construction work excludes the supply of goods or equipment (unless part of a turnkey or EPC contract), land costs, and pre-construction activities. For certain projects, additional experience in constructing specific structures (bridges, flyovers, tunnels) is required, depending on the longest span. At least one similar project representing 20% of the estimated project cost must have been completed for normal highway projects. Different criteria apply for standalone specialized projects based on estimated cost.
