The important information given under the technical capacity header which is specifically related to prior work experience includes: - A certificate from the statutory auditor is required for each Eligible Project, which should be furnished in a specified format. - The certificate should contain details such as the name of the project company, the amount of equity held by the bidder (in Rupees crore), and the percentage of total paid-up and subscribed equity capital. - The total estimated capital cost of the project should be mentioned, along with the amount undertaken by the applicant for construction (in Rupees crore). - The certificate should also provide year-wise details of the construction work undertaken by the applicant during the past five financial years. - The bidder should provide a statement of legal capacity, which includes information about the joint venture (if applicable) and the authorized representative. - The bidder should also provide information to evaluate the bid capacity, including a table containing the value of civil engineering works undertaken in respect of EPC projects during the last 5 years, along with the amount of bonus received (if any). - The maximum value of projects undertaken during the last 5 years, excluding the amount of bonus, should be mentioned, along with the updated value to the price level of the year indicated in the appendix. - The Bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs.4163.63 Lakh. - For normal highway projects, the Threshold Technical Capacity is as follows: - For Estimated Project Cost <= 100 Crore, it is 0.75 times of EPC. - For Estimated Project Cost > 100 Crore & <= 500 Crore, it is 1.0 times of EPC. - For Estimated Project Cost > 500 Crore, it is 1.0 times of EPC. - For standalone specialized projects, the Threshold Technical Capacity is as follows: - For Estimated Project Cost <= 100 Crore, it is 0.75 times of EPC. - For Estimated Project Cost > 100 Crore & <= 500 Crore, it is 1.0 times of EPC. - For Estimated Project Cost > 500 Crore & <= 1000 Crore, it is 1.0 times of EPC. - For Estimated Project Cost > 1000 Crore, it is 1.0 times of the estimated project cost or Rs. 4163.63 Lakh. - Projects in highways sector that qualify under certain clauses have a weightage of 1, while projects in core sector have a weightage of 0.75. - Construction in highways sector has a weightage of 1, while construction in core sector has a weightage of None. - The Bidder must provide Certificate(s) from its statutory auditors or the concerned client(s) stating the payments received or construction carried out by itself during the past 5 years, in respect of the Eligible Projects. - In case of a Joint Venture, the Bidder should support its claim for the payments received or construction carried out by itself in PPP Projects by producing a certificate from its statutory auditor or the client, specifying the share in work done for that particular job/contract. - The Bidder should have completed at least one of the following: - two similar completed works costing not less than 25% each of the estimated cost, - one similar completed work costing not less than 35% of the estimated cost. - If the project includes a Major Bridge/ROB/Flyover/Tunnel, the Bidder should have completed at least one similar work with specific dimensions. - For an Eligible Project situated in a developed country which is a member of OECD, the Technical capacity shall be further multiplied by a factor of 0.5. - Each Member of the Joint Venture should have 20 percent or more of the Threshold Technical Capacity. - Receipts of or work executed amount Rs. 277.58 Lakh shall not be reckoned as receipts for Eligible Projects.Similar work or eligible projects given in technical capacity experience are: - Project in highways sector that qualify under Clause 2.2.2.6 (i) with a factor of 1 - Project in core sector that qualify under Clause 2.2.2.6 (i) with a factor of 0.75 - Construction in highways sector that qualify under Clause 2.2.2.6 (ii) with a factor of 1 - Construction in core sector that qualify under Clause 2.2.2.6 (ii) with no factor mentioned Additionally, for requirement of 2.2.2.2 (ii)& (iii), - two similar completed works costing not less than amount equals to 25% each of estimated cost - One similar completed work costing not less than amount equals to 35% of estimated cost. Highways sector would be deemed to include highways, expressways, bridges, tunnels, runways, (viaducts of Railways/Metro. Container yard of ports); and core sector would be deemed to include civil construction cost of power sector, commercial setups (SEZs etc. Widening/ reconstruction/ up-gradation works on NH/SH/Expressway or on any category of road taken up under CRF, ISC/EI, SARDP, LWE Widening/ reconstruction/ up-gradation works on MDRs with loan assistance from multilateral agencies or on BOT basis Widening/ reconstruction/ up-gradation work of roads in Municipal corporation limits, construction of Bypasses Construction of stand-alone bridges, ROBs, tunnels Construction/ reconstruction of linear projects like airport runways, Viaducts of Railways/Metro Container yard of ports In case of tunnel if any shall have completed construction of atleast one tunnel consisting of single or twin tubes including tunnel(s) for roads/Railway/Metro rail/irrigation/hydro-electric projects etc) having at least 80% of the cross-sectional area of proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less and 40% length of the tunnel to be constructed (other than cut and cover method) in this project or 2 km, whichever is less. In case, longest span of Bridge/ROB/flyover is less than or equal to 60 m, no additional qualification is required. when longest span is more than 60 m :80% of the longest span or 100 m, whichever is less, of the structure proposed in this project and 40% of the length Major Bridge/ROB/Flyover or 2 km, whichever is less, of the structure proposed in this project.
