Bidders must demonstrate technical capacity and experience by having received payments for constructing eligible projects or having undertaken construction work themselves in a public-private partnership (PPP) project. The total amount, adjusted according to specified factors, must exceed a threshold. For standard highway projects, at least one similar completed work representing 20% of the estimated project cost must be shown. A project is considered complete if over 90% of the work's value is finished and equals or exceeds 20% of the estimated project cost. For projects in categories 1 and 2, the bidder must have held at least 26% equity in the project company for the entire year the experience is claimed. They must have also undertaken at least half of the project's construction cost themselves during the five years before the bid due date, excluding work done by contractors or subcontractors. For projects in categories 3 and 4, the bidder must have received payments for construction work (excluding land costs and pre-construction activities) exceeding a minimum amount during the five years before the bid due date. If the bidder participated in a joint venture, the project cost considered for eligibility is limited to their share, unless the statutory auditor certifies that the bidder executed work for other members as well. For stand-alone specialized projects (like major bridges, ROBs, or flyovers), the cost and size of similar completed projects vary depending on the cost of the specialized project. If the cost is less than or equal to Rs. 1,000 crore, at least one similar project with a span equal to or greater than 50% of the longest span (or 100m, whichever is less) and a cost of at least 20% of the estimated project cost must have been completed. If the cost is more than Rs. 1,000 crore, the similar project's cost must be at least 20% of the estimated project cost or Rs. 1,000 crore, whichever is less. In both cases, more than 90% of the work's value must be completed for the project to be considered finished.
