- The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5.
- The experience for each category would be computed as per weight of following factors to arrive at its aggregated Eligible Experience:
- Category 1: Project in highways sector (factor: 1)
- Category 2: Project in core sector (factor: 0.75)
- Category 3: Construction in highways sector (factor: 1)
- Category 4: Construction in core sector (factor: 0.75)
- The total payments received and/or revenues appropriated for self-construction for each Eligible Project are to be stated, with a break-up for the past 10 financial years.
- For Categories 1 and 2, expenditure on construction of the project by the Applicant itself should be provided, but only in respect of projects having an estimated capital cost exceeding the amount specified.
- In case of Categories 3 and 4, payments received only in respect of construction should be provided, but only if the amount received exceeds the minimum specified, which is Rs. 2.94 Crore.
- The estimated capital cost of Eligible Project should be provided.
- The date of commissioning of the project, upon completion, should be indicated for Categories 1 and 2, and the date of completion of construction should be indicated for Categories 3 and 4.
- The equity shareholding of the Bidder, in the company owning the Eligible Project, held continuously during the period for which Eligible Experience is claimed, needs to be given for Categories 1 and 2, which is 26% equity.
- The Bidder should have completed similar work of 20% of Estimated Project Cost from the Eligible Projects in Category 1 and/or Category 3 individually by any of the JV members as a single work.
- At least two similar completed works costing not less than 25% each of the Estimated Project Cost, which is Rs. 14.70 crore, shall have been completed. Alternatively, at least one similar work completed costing not less than 35% of the Estimated Project Cost, which is Rs. 20.58 crore, shall have been completed.
- A project shall be considered to be completed if more than 90% of the value of work has been completed.
- The completed value of work should be equal to or more than the above-mentioned criteria in the last 5 financial years preceding the Bid Due Date.
- For demonstrating technical capacity and experience, the Bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs. 58.80 crore.Similar work or eligible projects include:
- Widening/ reconstruction/ upgradation works on NH/SH/Expressway or on any category of road
- Widening/ reconstruction/ upgradation works on MDRs with loan assistance from multilateral agencies or on BOT basis
- Widening/ reconstruction/ upgradation works of roads in Municipal Corporation limits, construction of Bypasses
- Construction of Stand-alone bridges, ROBs, tunnels
- Construction/reconstruction of linear projects like airport, runways
- Viaducts of Railways/ Metro
- Container yard of ports
- Major Bridge/ROB/Flyover/Tunnel/Slope Stabilization
