Solomon Island Government (sig) Tina River Hydropower Project Community Liaison Officer And Gender Focal Point Term Of Reference Background Informationsolomon Islands’s Electricity Sector Poses Two Main Challenges: Access And Price. The Solomon Islands Has A Population Of Just Over Half A Million People Dispersed Across 90 Inhabited Islands And One Of The Lowest Population Densities (18 Persons/km2) And Urbanization Rates (17 Percent) In The World. Grid Electricity Is Supplied By Solomon Island Electricity Authority (siea), A State-owned Vertically Integrated Power Utility Trading As Solomon Power. The Low Densities Make The Capital Costs Of Connecting Consumers To The Electricity Grid Very High Relative To The Revenue Generation Of The Utility. As A Result, Less Than 20 Percent Of The Total Population Has Access To Any Electrical Power, With The Rural Areas Having Access Rates Of Less Than 5 Percent On Average. When Electricity Is Available, It Is Many Multiples More Costly Than Elsewhere In The World And Is Often Less Reliable. Fossil Fuels, The Major Source Of Electricity, Make Up A Significant Portion Of Imports And Have Direct Impact On The Country’s Balance Of Payments. High Cost Of Electricity Is Considered A Major Barrier For Private Sector Investment.the Government Of Solomon Islands (sig) Is Implementing The Tina River Hydropower Project (trhp) To Address These Challenges. The Trhp Is The First Major Hydro Project In The Solomon Islands, Located 35km South East Of Honiara At The Upstream End Of The Ngalambiu River Basin In Central Guadalcanal. The Trhp Will Reduce The Average Cost Of Electricity Generation In The Solomon Islands And Improve The Reliability Of Its Supply. The Key Benefits Of The Project Are Reduced Dependency On Imported Diesel Fuel For Power Generation, Stimulus To Growth From Lower Cost And More Reliable Power Supply, Increased Private Sector Investment Flows Into The Sector And Diversification Of Fuel Mix With The Introduction Of Sustainable And Cleaner Renewable Hydro Sources.the Project Will Comprise An Approximately 70-meter-high Roller Compacted Concrete (rcc) Dam Located In A Narrow Gorge On Tina River; A Water Way Including A 3.3km Headrace Tunnel To Convey Water From The Dam To The Powerhouse; 120m Deep Shaft Incorporating A Surge Chamber, And A Surface Penstock Leading To A Trifurcation And Powerhouse Located 5.7 Km Downstream Of The Dam Site With 3 X 5mw Francis Machines Installed.transmission Is Through A Separated Twin Circuit, 66kv Overhead Line Back To The Lungga Diesel Power Station.the Calculated Total Energy When Fully Absorbed Is 80.6 Gwh For A 15mw Station, After Transmission Losses To Lungga Powerstation Based On 30 Year Model.the Project Is A High Capital Cost Hydropower Scheme That Will Provide Over 75% Of Honiara’s Energy Needs In Its Initial Years Of Operation. The Scheme Is Competing Against High Operating Cost Diesel Electricity Generation, Such That The Scheme Is Economically Viable Despite Its High Cost.solomon Power (as The Offtaker) Signed A Power Purchase Agreement (ppa) On 6 December 2018 With Tina Hydropower Limited (thl), Owned By Korea Water Resources Corporation And Hyundai Engineering Company Limited (hec), To Establish A 30 Year Boot Arrangement (build Own Operate And Transfer) For The Hydropower Dam And Powerstation. On The Same Day Sig And Thl Executed An Implementation Agreement And Government Guarantee Agreement Establishing Rights And Responsibilities Between Sig And Thl.thl And Its Proposed Engineering Procurement Construction (epc) Contractor, Hec, Will Be Responsible For Managing The Construction And Operation Of The Project, With The Oversight Of An Independent Engineer Under The Ppa. Sig’s Role Is Primarily To Manage Land, Community Engagement, Financing, Safeguards And Government Consents And Approvals.sig Acquired The Land For The Main Project Site In 2014 From Five Customary Landowning Tribes. The Acquisition Involved A Partnership Arrangement Whereby The Land Will Be Returned To A Joint Venture Company Owned Equally By Sig And The Customary Tribes (through Tribal Co-operative Societies), And These Tribal Entities Will In Addition Receive A Percentage Of The Power Purchase Price.the Project Includes The Design And Implementation Of A Community Benefit Share Program. Funding Has Been Secured From The Japanese Social Development Fund (jsdf) For A Three Year Community Benefit Share Pilot Program During Construction. The Pilot Fund Will Focus On Water Supplies And Electricity Grid Extension To Schools, As Well As Providing Pre-employment Training To Local Community Members. The Pilot Will Also Fund The Establishment Of An On-going Community Benefit Share Fund For The Operations Period.sig Is Entering Into Financial Agreements For Loans And Grants With A Number Of Concessional Finance Parties. The Concessional Funding Will Be On-lent By Sig To Thl To Fund The Project. The Concessional Finance Parties Include The Asian Development Bank, International Development Association (ida), Government Of Australian, Green Climate Fund, Abu Dhabi Fund For Development And Export-import Bank Of Korea. Sig Signed Financial Agreements With Ida On 6 December 2018 And Is In The Process Of Negotiating Loan And Grant Agreements With The Remaining Concessional Finance Parties. Sig Has Also Agreed A Heads Of Terms For The On-lending Agreement With Thl.sig Has Developed A Number Of Safeguard Plans To Meet The Safeguard Policies And Requirements Of The Concessional Finance Parties. These Include An Environmental And Social Impact Assessment (esia), A Land Acquisition And Livelihood Restoration Plan (lalrp), And A Gender Action Plan (gap). Sig Is Responsible For Implementing Certain Components Of These Plans And For Overseeing Thl’s Implementation Of The Remaining Components. A Number Of Key Components Of These Plans Must Be Implemented By Sig And Thl Before The Closing Date. Copies Of The Safeguard Documents Are Available On The Project’s Website At Www.tina-hydro.com.the Project Agreements Have A 12 Month Close Period Which Expires On 6 December 2019 (the Closing Date). The Parties Are Targeting An Early Closing Date In August 2019.to Meet The Closing Date Requirements Sig Must Complete A Number Of Worksteams Including Executing The Financial Agreements, Implementing The Safeguard Plans, Finalising The Land Ownership Arrangements, Acquiring Access Road Land, And Granting Project Consents.project Implementation Structurethe Development Of Trhp Is A Very High-priority Task For Sig. However This Is A Highly Complex Project Being Implemented In A Fragile, Low Capacity Environment With No Previous Experience Constructing Or Operating A Large-scale Hydropower Facility. Past Attempts To Develop Hydropower In Guadalcanal To Supply Honiara Were Abandoned Due To Customary Land Issues And Challenging Geological Conditions.the Trhp (component 1) Is A Dam-tunnel Type Hydropower Scheme Of 15 Mw Which Is To Be Developed By A Special Project Company (spc), Named Tina Hydro Limited (thl), Formed By Korea Water Resources Corporation (kw; With Majority Shareholding) And Hyundai Engineering Co., Ltd. (hec, With Minority Shareholding) On A Build-own-operate-transfer (boot) Basis. Hec Will Carry Out The Construction Of Trhp On An Engineering-procurement-construction (epc) Contract Basis.solomon Island Electricity Authority (siea, Trading As Solomon Power Sp) Will Be The Off-taker Through A Power Purchase Agreement (ppa) Which Was Signed On 6 December 2018.the Access Road (component 2) Is Required To Gain Access To Various Sites During Construction And For The Operation Of The Hydropower Plant During Operations. The Access Road Was Initially To Be Constructed Separately, But To Avoid The Interface Risk Of A Separate Road Contractor Not Being Able To Complete The Road By When The Epc Contractor Is To Commence Construction Of The Main Hydropower Plant, The Access Road Has Been Integrated Into The Epc Contract.the Transmission Line (component 3) Will Be Developed By Siea, Outside The Boot Scheme.following Extensive Negotiations, The Ppa, Ia, Ida Fianancing Agreements Were Signed In December 2018.the Ministry Of Mines, Energy And Rural Electrification Through The Project Office Will Be Responsible For The Day-to-day Management Of Sig’s Role In The Project, Including Coordination Of Sig’s Project Activities, Financial And Fiduciary Management, Procurement For Activities Under Component 4 And The Environmental And Social Impact Monitoring And Mitigation. The Sig’s Project Office Will Oversee The Implementation Of Components 1 And 2, While It Will Implement Component 4.the Project Structure For Component 1 Is Shown In Figure 1 Below: Fig 1: Project Implementation Structure Project Descriptioncomponent 1: Tina River Hydro Projecttrhp Will Consist Of The Construction Of A Roller-compacted Concrete (rcc) Dam 72 M In Height (from Assumed Foundation), Power Intake, 3.3 Km Headrace Tunnel, Powerhouse Housing 3 Units Of 5 Mw Turbine-generators, And Tailrace Channel. The Dam Will Create A 2.8 Km Long Reservoir With Storage Volume Of 6.9 Million M3 And A Surface Area Of 30 Hectares At Fsl 175 M. Design Discharge Is 18 M3/s And The Plant Will Generate 78.35 Gwh A Year After Deducting Station Auxiliary Use And Transformer Losses. The Tina River Hydropower Plant Will Be Developed On A Boot Basis By The The Spc Under A 34-year Concession (including A 4-year Design And Construction Period). At The End Of The Concession Period, The Spc Will Transfer Its Shares To Sig And Thus The Ownership Of The Power Plant.component 2: Access Roadthe Access Road Will Be Run From Kukum Highway To The Project Site Divided Into Two Lots. Lot 1 Is The Upgrading Of The 13.2 Km Existing Gravel Road From Kukum Highway To Managakiki Village. Lot 2 Is The Construction Of A New 5.5 Km Access Road From Managakiki Village To The Powerhouse And Dam Sites. The Design Life Of The Road Is 20 Years (gravel Pavement In High Rainfall Areas). Once Completed, Lot 1 Would Be Maintained By Sig As An Asset In The National Road Network To Enhance The Mobility And Well-being Of The Local Communities, While Lot 2 Would Be Maintained By The Spc As Part Of The Operations Of The Hydropower Plant.the Access Road Will Be Designed And Constructed To Withstand Extreme Precipitation Caused By Climate Change.component 3: Transmission Linethe Transmission Line Will Be Developed By Siea, Outside The Boot Scheme (component 1 And 2).siea’s Routing And Design Study Of November 2016 Identified That The Transmission Voltage Of 66 Kv To Reduce Losses. The Transmission Line (23 Km) Will Also Have A Physical Contingency By Erecting Two Parallel Single-circuit Transmission Lines.component 4: Technical Assistance (ta)this Component Supports The Operation Of The Project Office. Component 4 Will Be Implemented By Mmere, Through The Project Office, Who Will Recruit (i) Key Project Office Staff Including Environmental And Social Experts And A Gender Focal Point; (ii) Dam Safety Advisory Panel Members; (iii) An Independent Environmental And Social Monitoring Agent, (iv) External Auditors; And (v) Specialized Technical Experts When Required. The Project Office Will Also Hire A Non-governmental Organization (ngo) To Work With Landowning Tribes In The Upper Catchment To Support The First Stages Of Establishing A Protected Area, Up To The Point Of Preparing A Protected Area Management Plan And Budget If Community Members Are Interested And Committed To Doing So. The Project Office Will Also Be Responsible For Quarterly Project Reports To Be Submitted To The World Bank And Shared With The Porject’s Co-financiers. The Project Office Will Gather Data And Report On Progress Towards The Achievement Of The Project’s Development Objective And The Project’s Key Results Indicators And Report On Compliance With The Safeguard Documents.the Component 4 Project Office Will Be Operational From The 1st Of January 2019 To December 2025, See Project Implementation Schedule Fig. 2. The Project Office Will Be Responsible For Coordinationg And Monitoring The Project Implementation With The Different Project Partners.funding For Component 4 Will Support The Project Office To Meet Sig’s Requirements For The Closing Date, And To Continue To Oversee The Project During Operations. Together The Poms Provide The Essential Administrative And Management Requirements To Implement The Trhdp On Time, Within Budget And In Accordance With The Policies And Procedures Of The Sig And The World Bank. Additional Project Manuals May Be Required For Other Concessional Finance Parties.
