1. Background The Government Of Ghana Has Been Granted A $200 Million Ida-world Bank Credit Facility For The Implementation Of A Six-year Project Titled "tree Crop Diversification Project. The Development Objective (pdo) Of The Project Is To Improve Economic, Climate, And Social Resilience In Selected Tree Crop Value Chains In Ghana, I.e., Cocoa, Coconut, Cashew And Rubber. These Objectives Are To Be Achieved Through Three Interrelated Technical Components, All Of Which Support The Soft And Hard Solutions To Promoting The Tree Crops Sector Development. The Components Are (i) Institutional Strengthening And Value Chain Governance; (ii) Improving Tree Crops Productivity And Climate Resilience; And (iii) Support For Post-harvest Management, Value Addition, And Market Access. The Fourth Project Component Focuses On Project Management And Monitoring. The Project Is To Be Implemented By Ghana Cocoa Board (cocobod) With Focus On Cocoa And The Tree Crops Development Authority (tcda) With Focus On Coconut, Cashew, And Rubber. 2. The Objectives Of The Assignment The Objective Of The Assignment Is To Recruit An Individual Gender Specialist To Work With The Project Coordination Unit Of The Ghana Tree Crop Diversification Project (gtcdp) To Ensure That Gender Is Mainstreamed In All Subproject Activities/programs From Planning To Implementation; To Lead The Implementation, Monitoring, And Reporting Of Gender Inclusion Measures. The Gender Specialist Will Also, Ensure More Inclusive And Equitable Social And Economic Empowerment Of Women, People Living With Disabilities And Other Marginalized Groups, And Constructive Actions That Contribute To A Sustained Women Empowerment Throughout The Project Lifespan. 3. Job Purpose The Gender Specialist Will Work To Ensure That The Needs And Priorities Of Marginalized Groups Such As Women, Youth, People With Disability, And Other Vulnerable Groups Are Addressed And Met At Subproject Design And Implementation. She/he Will Lead And Identify Strategic Approaches To Address Gender Issues As Well As The Risks Of Gender-based Violence (gbv), Social Exclusion, Rights Of All Persons And Labor Influx In Construction Sites With A View To Ensure Gender Inclusive Analysis, And Women Empowerment In Project Interventions. The Specialist Will Provide A Gender Analysis Of The Activities Planned And Executed Under The Project And Will Point Out The Steps The Project Needs To Take In Order To Mainstream Gender Considerations In Its Activities. The Specialist Will Also Support Gbv Risk Management Requirements Including Additional Identification, Prevention, Risk Mitigation, And Response To Gbv Risks, Including Sexual Exploitation And Abuse And Sexual Harassment (sea/sh), Related To Project Implementation. The Overall Purpose Of Having A Gender Specialist In The Piu Is To Contribute Towards Gender Due Diligence Ensuring That All Social Measures Concerning The Equality Of Men And Women, The Empowering Of Women And Other Socially Marginalized Groups And The Protection Against Sexual Harassment, Exploitation And Violence Are Sustained Under The Project. 4. Key Areas Of Responsibility The Specific Tasks Of The Gender Specialist Within The Piu Can Be Summarized As Follows: • Provide Specific Services To Support The Attainment And Quality Assurance To Ensure Gender Equality And Women Economic Empowerment In The Project Implementation. • Develop A Gender Action Plan (gap) Or Contextualize An Existing One That Includes Sexual Exploitation & Abuse (sea) Or Sexual Harassment (sh) Action Plan And Implement And Monitor The Gap And Gbv Sea/sh Action Plans, In Accordance With The Safeguards’ Instruments Of The Project And In Coordination With The Social Specialist To Suit The Gtcdp Context. • Serve As A Liaison Between The Piu And Other Participating Ministries (mogcsp, Melr, Mlgdrd) And Other Departments, Agencies And Partners For A Smooth Implementation Of Appropriate Gender Policies And Laws In The Project Interventions • Contribute Where Relevant/needed To The Development Of Gbv Aspects Of Key Safeguard Requirements, And Ensure The Integration And Implementation Of Risk Mitigation Measures For Gbv / Sea/ H In Key Instruments Such As The Environmental And Social Impact Assessment (esia), Environmental And Social Management Plans (esmps) And Resettlement Action Plans (raps), Including Any Updates To The Environmental And Social Management Framework (esmf), Which Also Includes The Gbv Action Plan; The Labour Management Plan (lmp); And The Stakeholder Engagement Plan (sep) • Contribute To The Integration Of Specific Gbv Clauses In The Bidding Documents (sbd) And / Or Quotation Request Files, As Well As In The Contracts, In The Terms Of Reference And In The Service, Provider Codes Of Conduct (companies, Control Missions, Etc.); • Supervision Of Consultants Or Ngos Specializing In Gbv • Support The Implementation Of The Project Grievance Mechanism (gm) • Collaborate With The Other Specialists Of The Project, In Particular The Environmental And Social Safeguard Specialists, To Ensure Incorporation Of Gender And Gbv/sea/sh Reviews And Inputs In The Implementation Of All Sub-projects And Related Project Activities • Collaborate With Government Agencies With Mandate On Gender Issues As The Case Maybe. • Coordinate The Gender Aspect Of Activities Of Other Staff And Specialists On The Project. • Participate In Project Implementation Support And Monitoring Missions To Report On Project Progress And Provide Relevant Inputs • Monitoring Of Various Activities And Indicators • Analysis Of Data And Activities • Training/capacity Building And Knowledge Management. • The Gender Specialist Will Report To The Project Coordinator Of The Tcda-pcu Located Within The Ghana Tree Crops Development Authority (gtcda) In Accra. • She/he Will Coordinate The Implementation Of The Child Labour Subcomponent Of The Project. 5. Qualifications And Experiences Required The Following Qualifications Are Required: • A Minimum Of Bachelor’s Degree In Social Sciences (especially, Gender Studies), Law, Project Management, Sociology, Or Any Other Relevant Discipline From A Recognised Institution; • A Professional Certificate In Gender Would Be An Added Advantage. • At Least 5 Years Of Overall Professional Experience; • At Least Three Years Of Experience In Supervising Gbv Prevention And Response Activities; • At Least Three Years’ Experience In Conducting Awareness Campaigns On Women's Rights, Gender Equality, Gbv, And / Or Reproductive Health Considered An Asset; • Excellent Knowledge Of The Guiding And Ethical Principles That Govern Work With Survivors Of Gbv And Good Practices In The Implementation Of Activities To Prevent And Address Gbv; • Basic Knowledge Of The World Bank's Environmental And Social Safeguard Policies; • Fluency In Spoken And Written English. Ability To Present Clear, Concise, Accurate And Structured Reports. • Proficiency In The Usage Of Computers And Office Software Packages (word Processing, Spreadsheet Etc.) And Experience In Handling Web-based Data And Information Management Systems; • Ability To Prepare And Deliver Coherent Presentations To A Range Of Different Audiences Including Community-based Organizations. • Experience Working In Other Donor Funded Projects And The Government Of Ghana System Would Be Added Advantage. • Proven Ability To Multi-task And Work Independently; • Highly Self-motivated, Confident And With Good Interpersonal Skill; • Ability To Arrange And Facilitate Consultations, Meetings And Workshops.
