Description Invitation To Bid For Procurement Of Mfbm Catering Requirements Framework Agreement Mfbm-sbac-pb No. 2024-003 The Ministry Of Finance And Budget And Management (mfbm), Through The General Appropriations Act Of The Bangsamoro Fy 2024, Intends To Apply The Sum Of Php 3,570,400.00 Being The Abc For The Payments Under The Contract For The Procurement Of Mfbm Catering Requirements (framework Agreement For The 4th Quarter 2024). Bids Received In Excess Of The Abc For The Item Shall Be Automatically Rejected At Bid Opening. The Ministry Of Finance And Budget And Management Now Invites Bids In Accordance With The Provisions Of The Revised Irr Of Ra 9184 On The Use Of The Approved Guidelines On The Use Of A Single-year Framework Agreement (outright Determination Of The Lowest Calculated And Responsive Bid) Under Gppb Resolution No. 27-2019 For The Procurement Of Mfbm Catering Requirements (framework Agreement For The 4th Quarter 2024). Delivery Of The Goods Is Required Upon Issuance Of Call Off In Accordance With The Framework Agreement. Bidders Should Have Completed A Contract Similar To The Project Within Three (3) Years From The Date Of Submission And Receipt Of Bids. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly In Section Ii (instructions To Bidders). Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183.
