The Ministry Of Energy And Water Resources Of The Republic Of Tajikistan And The State Unitary Enterprise "khojagii Manziliyu Kommunali" Will Be The Implementing Agencies Of The Project. The Project Will Include The Following Components: Component 1 - Institutional Strengthening And Capacity-building (iscb) Of Water Sector Institutions. This Component Will Provide Necessary Support In Development Of Sector Policies And Legislative Proposals, Establishment Of The Sector-wide Monitoring Information System, Improving Water Quality Testing And Monitoring, Digitalization Of The Registry Of Wells In The Khatlon Region And Development Of A Water Supply And Wastewater Masterplan For The Khatlon Region. Consultancy Services Under This Component Will Also Include Improvement Of Operational And Financial Management Performance Of The Bulk Khatlon Water Utility And Target Water Utilities In Dusti And Balkhi Districts, And Design And Delivery Of Training Program For The Utilities Staff. Component 2 – Water Supply And Sanitation Investments (wssi). Investments Under This Component Will Include Replacement Of The Existing Bulk Water Transmission Pipeline (with The Total Estimated Length Of 25.5 Km And 16.5 Km, Respectively) And Replacement/expansion Of The Water Distribution System In Selected Settlements/villages In Balkhi And Dusti Districts Relying On The Bulk Transmission Pipeline. The Component Will Also Support Wash Improvements In Selected Schools And Healthcare Facilities. Component 3 - Project Management And Monitoring. The Component Will Finance The Costs Of Goods, Works, Consultancy Services And Operating Costs Related To The Project Management Activities. Component 4 - Contingent Emergency Response Component (cerc). Procurement Of Goods, Works, And Services Will Be Carried Out In Accordance With The World Bank Procurement Regulations For Ipf Borrowers Dated November 2020, And The Provisions Stipulated In The Financing Agreement (fa), And Is Open To All Eligible Bidders As Defined In The Guidelines.
