Description: Contract notice - general guideline, standard regulation negotiated procedure with prior publication of a call for competition / negotiated procedure (services) Rv object planning The aim of this negotiated procedure is the award of object planning services for buildings and interiors in accordance with Sections 34 ff. Hoai 2021 for the execution of modernization and conversion measures for the office and laboratory rooms in the various departments of the Paul Ehrlich Institute (PEI) and the Federal Environment Agency (UBA). A small part of the measures will be limited to repair and maintenance measures. The planning services include processing phases 2 and 3, and 5 to 8. The services will be awarded in the form of a framework agreement for a term of at least one year with the option of annual extension to a total of four years, with a total of 12 measures expected. RV Object Planning The Paul Ehrlich Institute (PEI), with its current location in Langen, is an institution within the business area of the Federal Ministry of Health. It promotes the quality, effectiveness and safety of biomedical vaccines and medicines through research and testing._____ The institute consists of 9 buildings, most of which were planned between 1984 and 1987 and built from 1988 onwards. The buildings are connected to one another by corridors or covered walkways. House 1 is an administrative building with office use, houses 6 and 9 house central technical systems, workshops and offices, houses 2, 3, 4 and 5 mainly house offices and laboratories and houses 7 and 8 in particular laboratories and animal husbandry facilities. The buildings are constructed as solid structures with flat roofs, all walls are made of brickwork or concrete. Structurally, all buildings are built in a similar column grid. The individual rooms, hallway areas and central zones are arranged in this grid and extended to 3 m, 6 m, 9 m etc. depending on use. Houses 2 to 5 as well as 7 and 8 have a technical floor above each usable floor with escape balconies on the facade, and a technical floor with a room height of 2.30 m, which together form a fire protection unit. The so-called "ring canal", a canal structure in the basement that runs in a ring shape, also supplies the media to buildings 1 to 9 and connects them to one another._____ An access permit is required to enter the main building or the grounds. In addition, access to the laboratories with protection levels 1 to 3 requires instruction from the responsible staff. 1. Title Of Project: Remote Automated Laboratory System (rals)
2. Purpose: The Purpose For Obtaining The Remote Automated Laboratory Systems (rals) Software Technology Is To Connect Multiple Devices To One Data Manager. The Rals Software Enables Review And Release Of Patient Results To The Lis Directly From Each Meter. It Allows The Ability To Manage, Update, Review And Troubleshoot Quality Control Results, Operator And Device Issues Remotely.
3. Scope Of Work: The Contractor Shall Provide Rals Software Licensing And Interface For Point Of Care Testing Connectivity Software That Is Used To Post Patient Test Results To The Electronic Patient Record (vista/cprs). This Software Allows The End User Toâ monitor Tests Done At The Point Of Care And To Meet Numerous Accreditation Requirements For Laboratory Tests Performed At The Va Texas Valley Coastal Bend Health Care System (vatvcbhcs) Medical Facilities; Main Lab Offices Which Are Located At 2601 Veterans Drive, Harlingen, Tx 78550.

The Software Must Have The Capability To Add More Instruments As The Need Arises. The Technology License Includes Service, Support, Updates And Hardware Maintenance. The Supply Of Alere S Informatics Rals Web3 For The Use By The Vatvcbhcs Is Governed By The Terms And Conditions Of The Alere S Informatics Rals Software System And Support Master Agreement.
4. Performance Period: The Period Of Performance Of This Contract Shall Consist Of One 12-month Base Period. At The Discretion Of The Contracting Officer, The Government May Exercise Up To Four 12-month Option Periods And Will Be In The Price Schedule. The Software License Agreement Ensures A Continuity Of Services For This Medical Center Utilizing The Server Which Is Already In Place. The Term Of This License Agreement Shall Commence As Of The License Effective Date And Shall Remain In Effect As Long As The Sts Is Licensed Hereunder.
5. Background: These Analyzers Are Currently Interfaced Using The Rals Data Management Software, Which Had A Recent Upgrade On January 2020 To Version 6.0 And Have Been Interfaced With Rals Since 2011.
6. Type Of Contract: This Is A Firm Fixed Price Contract.

Federal And Local Laws And Regulations.
4. Hours Of Work: The Warranty Is In Effect For The Entire Duration Of The Contract.
The Contractor Provides 24 Hour, 7 Days A Week Technical Support.
5. Preventative Maintenance:
A. The Contractor Shall Provide Free Upgrades At No Cost To The Medical Center
B. The Contractor Provides Documentation Of Services Performed.
6. Emergency Repair Service: 24 Hour, 7 Days A Week Technical Support.
7. Parts: The Contractor Shall Furnish All Parts As Described In The Scope Of Work Section As
Covered By This Contract, In Accordance With The Conformance Standards (section B., 3).
c. Confidentiality And Nondisclosure
It Is Agreed That:
1. The Preliminary And Final Deliverables, And All Associated Working Papers, Application

the Contractor In The Performance Of This Task Order, Are The Exclusive Property Of The
u.s. Government And Shall Be Submitted To The Co At The Conclusion Of The Task Order.
2. The Co Will Be The Sole Authorized Official To Release, Verbally Or In Writing, Any Data,
draft Deliverables, Final Deliverables, Or Any Other Written Or Printed Materials
pertaining To This Task Order. No Information Shall Be Released By The Contractor. Any
Request For Information Relating To This Task Order, Presented To The Contractor, Shall Be
submitted To The Co For Response.
3. Press Releases, Marketing Material, Or Any Other Printed Or Electronic Documentation
related To This Project, Shall Not Be Publicized Without The Written Approval Of The Co.
d. Contractor Security Requirements
1. This Contractor Requires No Access To Vatvcbhcs Or Any Va Information System. The
rals Will Be Interfaced To The Vatvcbhcs Information System.
2. The C&a Requirements Do Not Apply. A Security Accreditation Package Is Not
required.
3. None Of The Information In This Contract Includes Protected Health Information (phi)
or Individually Identifiable Information (iii).
4. No Va Data Of Any Type Shall Be Transferred From The Va.
5. The Vendor Will Not Have Remote Access To Complete The Repair(s) And Preventive
maintenance.
6. All Data And Electronic Media Will Not Leave The Va.
7. All Hard Drives Will Not Leave The Va.
