Expressions of Interest for End term evaluation for generating revenue of coffee wastes (grow) EVALUATION SCOPE LWR is seeking for consultancy services to carry out a comprehensive End of Project evaluation. The consultant shall undertake an in-depth analysis and document qualitative and quantitative impact achieved by the project. The consultant shall also analyze the challenges faced by the project throughout the implementation period and lessons learnt to inform the relevant stakeholders to improve future programming. The consultant will work collaboratively with LWR project staff to determine the extent to which the project interventions were: i. Relevant to the needs (both felt and perceived) of the smallholder farmers in GROW Project guided by the following questions: To what extent are the project objectives still valid Are the activities and outputs of the project consistent with the overall project objectives Are the activities and outputs of the project consistent with the intended project outcomes Does recycling of coffee husks negatively affect farmers who previously utilized it as mulch/fertilizer in their farms If yes, does the negative effects out way the benefits of coffee waste recycling Provide an explanation. ii. Effective- Did the project interventions attain the set GROW project objectives. In evaluating the effectiveness of the project it will be useful for the consultant to consider the following questions; To what extent were the project’s objectives achieved or not achieved What were the major factors influencing the achievement or non-achievement of the objectives iii. Efficient - was the project approach of delivery the best in comparison to other available alternative approaches to achieving the same outputs. In evaluating the efficiency of the project, the consultant will consider the following questions: Were activities cost-efficient Were project outputs delivered in the most cost-efficient way What alternatives are available Were project activities implemented in a timely manner If not what were the challenges Did project activities produce the intended results/outputs Were project outputs achieved on time and in the right quantities Were project objectives achieved on time If not what were the challenges
