Expressions of interest : Independent Verification Expert for Performance - Based Contract (PBC) for Non-Revenue Water (NRW) Reduction in Lilongwe City Under the LWSP, LWB is implementing some priority investments using a two-stage approach to stabilize the network and improve efficiency in water supply. The first stage focuses on priority network interventions to improve the hydraulic performance of the system, control pressures and leakages (scheduled to be completed by mid-2022). These investments include distribution and transmission network upgrade and the installation of a permanent pressure and leakage control system. A second stage will encompass a Non-Revenue Water (NRW) reduction program through a performance-based contract with a competent and experienced firm. The objective of the NRW program is to rapidly reduce both real water losses (physical leakages) and apparent water losses (commercial losses). Reduction of real water losses will be achieved by improving system maintenance, active leakage control, speed and quality of leak repairs and pressure management while commercial loss interventions will include metering and illegal use. LWB will engage the services of a competent and experienced firm (the PBC Consultant) to provide leakage reduction and management services under a performance-based contract. In support of this, LWB would like to engage a reputable and competent Independent Verification Expert (the Independent Verification Expert) to support the implementation of the PBC contract through independent review and verification of the results of the implemented NRW reduction activities as basis for the performance-based compensation of the PBC Consultant.
