Description Request For Expression Of Interest For Consulting Services For The Procurement Of External Appraisal Services For Valuation Of Various Lrta-owned Properties And Other Assets (i.e. Building/structures/fixtures And Its Contents, Land And Its Improvement, Including Machineries, Systems, And Equipment Attached To Lrta Building Structures) Under Pr No. Amd-2408-009 And Rei No. 2409-180-09 The Light Rail Transit Authority (lrta), Through The App 2024 Intends To Apply The Sum Of One Million Eight Hundred Fifty Thousand Pesos Only (php 1,850,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Consulting Services For The Procurement Of External Appraisal Services For Valuation Or Various Lrta-owned Properties And Other Assets (i.e. Building/structures/fixtures And Its Contents, Land And Its Improvement, Including Machineries, Systems, And Equipment Attached To Lrta Building Structures). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. The Lrta Now Calls For The Submission Of Eligibility Documents For Consulting Services For The Procurement Of External Appraisal Services For Valuation Or Various Lrta-owned Properties And Other Assets (i.e. Building/structures/fixtures And Its Contents, Land And Its Improvement, Including Machineries, Systems, And Equipment Attached To Lrta Building Structures) Aimed To Generate For Cost Analysis For Gsis Industrial All Risk Insurance Coverage, Market Rent/current Lease Rate For Non-rail Business Transactions, And Financial Analysis For Fair Presentation Of Assets In Financial Records And Reports. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before 9:30 O’clock In The Morning Of 19 November 2024 At Lrta Line 2 Depot Cafeteria, Marcos Highway, Santolan, Pasig City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. Interested Bidders May Obtain Further Information From Lrta Bids And Awards Committee-secretariat/procurment Division’s Office And Inspect The Bidding Documents At The Address Given Below During Office Hours From 8:00 A.m. To 5:00 P.m.. A Complete Set Of Bidding Documents May Be Acquired By Interested Consultants Starting On 12 November 2024 During Office Hours Beginning 8:00 A.m. To 5:00 P.m., From The Address Below And Upon Payment Of The Applicable Fee For The Bidding Documents In The Amount Of One Thousand (php 1,000.00) Pesos. Bidding Documents May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are As Follows: The Minimum Average Total Equivalent Rating To Be Considered For Shortlisting Is Seventy Percent (70%). In Case More Than Three (3) Proponents Qualify, Only Top Three (3) Ranked Proponents Will Be Shortlisted. In Case Of Tie, The “toss Coin” Method Shall Be Used To Break The Deadlock. Accordingly, The Criteria And Rating System For Shortlisting Are As Follows, Thus: Rating Factors/criteria 1. Applicable Experience Of The Consultant And Members In Case Of Joint Ventures, Considering Both The Overall Experience Of The Firm Or, In The Case Of New Firms, The Individual Experience Of The Principal And Key Staff, Including The Times When Employed By Other Consultants. Equivalent Rating/points 40% 2. Qualification Of Personnel Who May Be Assigned To The Job Vis-à-vis Extent And Complexity Of The Undertaking. Equivalent Rating/points 30% 3. Current Workload Relative To Capacity. Equivalent Rating/points 30% Total 100% Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation/selection (qbe/qbs), Procedure. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. The Contract Shall Be Completed Within One Hundred Fifty (150) Calendar Days Upon Receipt Of Notice To Proceed (ntp).
