The required prior work experience for the bidder includes: - For Technical Personnel for construction work: - Degree Holder in Civil Engineering: Minimum Five years experience in Road Works - Diploma Holder in Civil Engineering: Minimum three years experience in Road Works - For Technical Personnel for field testing laboratory: - Degree Holder in Civil Engineering: 1 (One) personnel required, but experience not specified - For Technical Personnel for routine maintenance: - Degree Holder in Civil Engineering: Minimum five years experience in Road Works - Diploma Holder in Civil Engineering: Minimum one year experience in Road Works The bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. To qualify, the bidder must have satisfactorily completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of the work, excluding maintenance cost for five years. Regarding the value and percentage of similar works completed, the bidder should have: - Value of contract (in Rs. lakhs) - Value of works remaining to be completed (in Rs. lakhs) - Gross amount of final bill/work done till date - Amount of compensation levied for delay, if any - Amount of reduced rate items - Percentage progress of work completed Additionally, the bidder should provide information on the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The bidder should also provide details of work performed, including project name, name of employer, description of work, value of contract, contract number, date of issue of work order, stipulated date of completion, actual date of completion, and remarks explaining reasons for delay, if any. The experience certificate should include details of work executed, such as name of the road work, agreement number and date, date of commencement and completion of work, and details of compensation levied for delay, if any. The experience certificate should also include information on the quality of work, with grading as Outstanding, V.good, Good, or poor. Milestones to be achieved during the contract period include: - 1/8th of the value of entire contract work up to 1/4th of the period allowed for completion of construction - 3/8th of the value of entire contract work up to ½ of the period allowed for completion of construction - 3/4th of the value of entire contract work up to ¾th of the period allowed for completion of construction Liquidated damages for delay in completion of works is 1 percent of the Initial Contract Price per week, with a maximum limit of 10 percent of the Initial Contract Price.
