Description Specification The Contractor Shall Be Responsible In Providing Seven (7) Licensed Guards For The Security Services Of The Kwd, Twenty- Four (24) Months, Seven (7) Days A Week, 24 Hours A Day. One (1) Guard Will Render Eight (8) Hours Work/shift Per Day. With Valid (1) Registration Certificate And Certificate Of Good Standings From Philippine Association Of Detective And Protective Agency Operators, Inc (padpao); (2) Valid License To Operate Security Agency Issued By Pnp-sosia; (3) Clearance/certificate Of Compliance With The Statutory Obligations From The Regional Offices Of The National Labor Relations Commission (nlrc) And The Department Of Labor And Employment (dole) Where The Main Office Of The Security Agency Is Based Covering The Period Of At Least One (1) Year Preceding The Deadline For Submission Of Bids. It Is Therefore The Duty Of The Contractor To Provide Security Guards With The Following Qualification: A.) Of Good Moral Character And Reputation, Courteous, Alert And Without Criminal Or Police Record; B.) Physically And Mentally Fit And Not Less Than 21 Years Or Not More Than 50 Years Old; C.) Duly Licensed And Properly Screened And Cleared By The Pnp, Sagsd, Nbi, Police And Other Government Offices Issuing Clearances For Employment; D.) In Proper Uniform And Armed With Complete Firearms And Ammunitions - Revolver/pistol, Whistle, Truncheon (batuta), Stick, Flashlight And First-aid Kit. E.) Passed The Neuro-exam And Drug Test Exam. F.) Possess Other Qualifications As Required By Republic Act No. 5487, As Amended. G.) Knowledgeable In Writing Regular Security Reports. Other Requirements: 1. The Number Of Contracted Guards May Be Increased Or Decreased Anytime Upon Written Request From Kwd. 2. The Contractor Shall Ensure That The Guards Are Replaced After Eight (8) Hours Shift So That No Security Guard Shall Be Compelled To Render Two (2) Consecutive Shifts At Any Given Time; 3. The Contractor Shall Exercise Discipline, Supervision, Control And Administration Over Its Security Guards In Accordance With Law, Ordinance And Pertinent Government Rules And Regulations As Well As Rules And Policies Laid Down By Kwd On The Matter; 4. The Contractor Shall Be Responsible For The Loses Or Damages To Properties Of Kwd Except Those Of Which Can Be Easily Transported Or Disposed Of And Whenever There Is A Clear Evidence That The Property Has Been Formally Endorsed To And Or Properly Turned Over To The Security Force Of The Contractor. In Such Cases, The Contractor Shall Notify The Kwd In Writing Not Later Than 48 Hours From The Time The Occurrence, Provided Also That Such Loses Or Damages Are Due Or Traceable Solely To The Negligence Of The Security Guards Without Any Contributory Negligence On The Part Of Kwd. 5. The Contractor Shall Be Responsible In Providing Communication Equipment To The Security Guards, Including But Not Limited To Mobile Phone And Two-way Portable Radio. The Communication Equipment Provided Will Be In Good Working Condition And Will Comply With The Industry Standards. Contractor Shall Be Responsible For The Installation, Maintenance And Repair Of The Communication Equipment During The Term Of This Contract. 6. In The Event That A Security Guard Deployed By The Contractor Commits At Least Three (3) Violations With The Existing Rules And Regulations Set By This Office, The Contractor Shall Relieve The Security Guard From Duty. Statement Of Compliance Bidders Must State Here Either “comply” Or “not Comply” Against Each Of The Individual Parameters Of Each Specification Stating The Corresponding Performance Parameter Of The Equipment Offered. Statements Of “comply” Or “not Comply” Must Be Supported By Evidence In A Bidders Bid And Cross-referenced To That Evidence. Evidence Shall Be In The Form Of Manufacturer’s Un-amended Sales Literature, Unconditional Statements Of Specification And Compliance Issued By The Manufacturer, Samples, Independent Test Data Etc., As Appropriate. A Statement That Is Not Supported By Evidence Or Is Subsequently Found To Be Contradicted By The Evidence Presented Will Render The Bid Under Evaluation Liable For Rejection. A Statement Either In The Bidders Statement Of Compliance Or The Supporting Evidence That Is Found To Be False Either During Bid Evaluation, Post-qualification Or The Execution Of The Contract May Be Regarded As Fraudulent And Render The Bidder Or Supplier Liable For Prosecution Subject To The Provisions Of Itb Clause 3.1 (a)(ii) And/or Gcc Clause 2.1(a)(ii).
