Description Request For Expression Of Interest (small Value Procurement) Hiring Of Consultancy Services For The Copy-editing And Proofreading Of Jjwc Approved Policies, Guidelines, Manual And Research Jjwc Rei No. 24-006 The Juvenile Justice And Welfare Council (jjwc), Through The Policy And Research Division (prd), Intends To Apply The Sum Of Fifty Thousand Pesos (php50,000.00) As Approved Budget For The Contract (abc) Chargeable Against The 2024 Jjwc Gaa Funds For The Hiring Of Consultancy Services For The Copy-editing And Proofreading Of Jjwc Approved Policies, Guidelines, Manual And Research. I. Rationale As A Policy-making Body, The Jjwc Continuously Develops And Issues Policies, Guidelines, And Manuals To Guide The Duty-bearers And Other Stakeholders In The Effective And Full Implementation Of The Ra 9344 As Amended. The Jjwc Also Conducts Research Studies To Support Policy Development And Enhance The Implementation Of Juvenile Justice In The Country. Some Of The Newly Developed Policies And Completed Research Studies By The Prd Are Now Ready For Dissemination And Publication. These Include The Following: 1. Baseline Study On Children In The Context Of Counterterrorism. The Study Aims To Provide A Situational Analysis Of Filipino Children Who Are Involved In Terrorism. It Will Be The Starting Point Of Future Activities In Adherence To The Neuchatel Memorandum On Good Practices For Juvenile Justice In A Counterterrorism Context. 2. Public Finance Management (pfm) Modules. This Project Seeks To Capacitate Lgus In The Budgeting And Costing And Mobilizing Of Resource Of Cljips And Other Child Responsive Financing. 3. Guidebook For Development Of Bahay Pagasa Manual Of Operations And The Template Manual Of Operations For Bahay Pagasa. These Manuals Are Handy References In Developing Manual Of Operations Which Are Compliant With Dswd Accreditation Requirements. However, To Ensure Quality Outputs And Lessen Errors In The Materials, The Prd Proposes To Subject These Materials To Review And Proof Read Through The Services Of An External Service. The Service Provider Is Expected Among Others Ensure That The Materials Identified For Publication Are Free From Any Writing Mistakes. After The Document Has Been Proofread, It Is Understood That The Finalized Material Remains The Property Of The Jjwc. It Is Expected That The Service Provided Treat The Document With Utmost Confidentiality. These Documents Will Be Printed For Distribution To Jjwc Member And Coordinating Agencies, Partner Organizations, Local Government Units, Duty-bearers And Direct Implementers Of The Law. Ii. Scope Of Work Of Proofreader/ Service Provider. The Proofreader Is Expected To1: 1) Review And Proofread Written Materials Identified And Ensure They Are Free From Grammatical, Spelling, And Punctuation Errors. 2) Verify Factual Accuracy And/or Consistency Of Information Presented In The Materials. 3) Restate / Recommend Revisions For Clear And Concise Statements. 4) Identify And Correct Inconsistencies In Tone, Style, And Voice Within A Given Piece Of Content. 5) Track Changes And Revisions Using Appropriate Software Or Tools, And Communicate Any Necessary Revisions To The Content Team. 6) Submission Of The Finalized Documents That Are Ready For Publication. 7) Coordinate With The Jjwc As Needed In Relation To The Expected Deliverable. 8) Treat The Materials Being Proofread With Utmost Confidentiality. Iii. Qualifications And Evaluation Criteria • Operating As A Business Entity For At Least Two (2) Years With Proofreading/editing Services (15%) • With At Least Five (5) Published Materials Where Company Or Staff Have Been Recognized In The Material (30%) • Education: Degree Holder On English, Journalism, Development Communications And Other Communication-related Degrees (10%) • Experience: At Least Two (2) Years Of Experience In Editing Manuals, Research Reports And Other Similar Publications Preferably On Child Protection, Social Development And Governance. (20%) • Effective Communication: Excellent In English As Demonstrated By Previous Proofread/edited Publications. (25%) To Be Able To Be Qualified For The Project, The Service Provider Must Obtain At Least 85% Of The Above Qualifications. Iv.
