Rfq-2023-73- Finance Assistant & The Purpose Of This Rfq Is To Select A Suitable Candidate Who Can Provide Financial Management Support To The Cdc Project Finances, Ensuring Compliance With The Unaids Financial Rules And Procedures. Unaids Is An Organization That Is Dependent On The Budgetary And Extra-budgetary Contributions It Receives For The Implementation Of Its Activities. Bidders Are Therefore Requested To Propose The Best And Most Cost-effective Solution To Meet Unaids Requirements While Ensuring A High Level Of Service. The Finance Assistant Will Work Closely With Relevant Programme, Administrative And Operations Staff And Consultant Of The Unaids Country Office (uco); Coordinate And Liaise With The Financial Counterparts In Unaids Geneva, Cdc And The Award Sub Recipients. The Finance Assistant Will Have The Following Primary Duties Under The Cdc Project: • Provide Finance, Budget And Reporting Support For The Cdc Project To Keep A High Standard Of Financial Management, Both Internally And Towards Donors And Sub Recipients In The Following Areas: O Support The Management Of The Cdc Budget By Reviewing The Budget Formulation And Preparing Revisions As Needed. Monitor Fund Utilization And Follow-up Of Project Close-out Budget. O Prepare Project Payments For Cdc And Other Projects Under The Uco Myanmar In Coordination With The Senior Associate, Office Administration. • Facilitate The Allocation Of Cdc Project Expenses From The Approved Budget, And Reconciliation Of Accounts Between Uco Myanmar And Unaids Geneva. • Prepare Financial Reporting And Summaries In An Accurate And Timely Manner Following The Cdc Contractual Agreements And Conduct Follow Up Actions As Necessary With Unaids Geneva, The Donor And Sub Recipients. • Year-end Expenditure Report To Unaids Geneva And Cdc. • Liaise With Sub Recipients For Timely Submission Of Yearly Financial Reports Review And Provide Feedback To Sub Recipients As Required. • Support In The Preparation And Review Of Terms Of Reference And Relevant Documents For Sub Recipients’ Audit; And Conduct Follow Up Of The Report And Findings. • Support The Development Of The Year 4 And Year 5 Budget, And Follow-up Actions Identified In Collaboration With The Cdc Programme Team. • Maintain A Documentation Of The Financial And Operations Related Project Procedures And Ensure Relevant Resource Data Is Recorded In Internal Systems For Reference, In Line With Unaids Standards And Procedures.
