As The Joint Programme Develops A New Unified Budget Reporting And Accountability Framework (ubraf) To Support The Implementation Of The Global Aids Strategy 2021-2026, A Capacity Assessment Is Required To Make Sense Of This Dynamic Context And Provide An Understanding Of The Key Assets, For Example Partnerships, Clearing-houses, Public Goods, Training And Technical Assistance Tools And Mechanisms, And Human Resources, Both Available And Needed, Through The Secretariat And Cosponsors To Leverage Effective Action Across Sectors In Support Of The New Global Aids Strategy Implementation. The Following Five Key Deliverables Are Requested From The Capacity Assessment: 1. Mapping The Joint Programme’s Existing Assets, Functions, Partnerships, Expertise And Human Resources For All Countries With A Unaids Secretariat Presence Against The Needs Described In The Country Configuration Exercise Completed By The Secretariat, The Analysis Will Describe: 2. Mapping Of Cosponsor Country Footprint For All Countries Without A Unaids Secretariat Presence Including Through Reference To Any Hiv-specific And Hiv-support Capacities Of Cosponsors Present (assets, Functions, Partnerships, Expertise And Human Resources); 3. A Proposed Typology Approach To Working With All Countries That Recognizes, For Example, How Strategic Information, Advocacy And Public Goods Drive Progress In All Settings With Additional Levels Of Technical Support, Convening And Capacity Development Needed In High Burden And Complex/humanitarian Settings; 4. An Overview Of The Financial Resources Available For Hiv From Cosponsoring Organization’s Regular Resources And Other Resources, Including An Overview Of How Cosponsors Fund And Report On Their Hiv-related Activities; 5. A Proposed Approach To Embrace Innovations That Could Enable The Un System To Optimize Its Capacity To Drive Progress Towards Hiv Targets Based On Existing Practice Within The Joint Programme And Elsewhere In The Un System: The Assessment Should Propose Short, Medium And Longer Term Innovations And Operational Shifts, For Example, It Might Seek To Identify Where Secondments And/or Job-share Arrangements Are In Place, Or Possible, Across The Secretariat And Cosponsors To Offer Ideas For Flexible Realignment Opportunities Within The Unaids Family.
