Assessed Available Bid Capacity = (A*N*M - B) Where:
A = Maximum value of civil engineering work executed in any one year during the last five years (updated to the price level of the last year at the rate of 10 percent a year)
N = Number of years prescribed for completion of the works for which bids are invited (period up to 6 months to be taken as half and more than six months as one in a year)
M = 2.5
B = Value, at the current price level, of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. Additionally, the bidder must meet specific requirements, including a minimum financial civil engineering construction turnover and satisfactory completion of similar nature work. The available bid capacity should be equal to or more than the total bid value, excluding maintenance cost.

The required prior work experience for the Technical Personnel is as follows: - Engineer in Charge: 5 years of experience
- Site Engineer: 2 years of experience
- Work Supervisor: 2 years of experience The bidder should have achieved a minimum financial civil engineering construction turnover of 50% of the construction cost of the work in any one year. The bidder should have also satisfactorily completed, as prime contractor, at least one similar nature work having a value of not less than 25% of the construction cost of the work. The bidder's experience in works of a similar nature for each of the last five years is required, and details of works in progress or contractually committed with certificates from the concerned officer not below the rank of Executive Engineer or equivalent are also required. The total monetary value of civil engineering construction work performed for each of the last five years should be provided.
