The Bid capacity required in the given tender to bid can be calculated using the formula: 2AN - B. Where: A = Maximum Value of Civil Engineering works executed in any one year during the last Five years ending 31st March of the previous financial year 2024 (updated by giving 8% simple weightage per year to bring them to Current Financial Year price level) taking into account the completed as well as works in progress.
N = Number of years prescribed for completion of the works for which tenders are invited.
B = Value of existing commitments i.e. agreed works with agreement number & year and ongoing works with agreement number & year to be completed during the period of completion of the project for which tenders are invited. The bidder should have the Assessed available Bid capacity as per this formula, which should be greater than the Estimated Value of the work. Additionally, the qualifying criteria mention that the bidder should have an average annual financial turnover during the last 3 years, ending 31st March of the previous financial year 2024, of at least 30% of the cost of the work (without GST), which is calculated as:
Minimum Turnover = 30% of the cost of the work
= 0.3 * 215.67 Lakh
= 64.7 Lakh Therefore, the bid capacity required in terms of average annual financial turnover is at least Rs. 64.7 Lakh.

The required prior work experience for the bidder is to have successfully completed similar nature of civil works during the last 7 years. The specific requirements are:
- Three similar completed works costing not less than 40% of the estimated cost.
- Two similar completed works costing not less than 50% of the estimated cost.
- One similar completed work costing not less than 80% of the estimated cost.
The experience will be updated by giving 8% simple weightage per year to bring them to the current financial year price level. Additionally, the bidder should have a Work Manager with a Diploma in Civil Engineering and 2 years of experience, an Engineer Graduate (Civil Engineer) with 1 year of experience, and other personnel with relevant qualifications and experience. The bidder is also required to provide information about their ongoing and completed works, including the agreement number, cost, and anticipated date of completion.
