The bid capacity required can be determined using the formula 2AN - B, where A is the maximum value of civil engineering works executed in any one year, N is the number of years prescribed for completion of the works, and B is the value of existing commitments. Alternatively, the bidder should have one similar completed work costing not less than 80% of the estimated cost. Additionally, the bidder should have a minimum turnover of 30% of the cost of work, demonstrate financial soundness through audited financial statements, and have similar work experience meeting specific value criteria.

The bidder should have experience of having successfully completed similar nature civil works during the last 7 years. The required experience is as follows: - Three similar completed works costing not less than the amount equal to 40% of the estimated cost.
- Two similar completed works costing not less than the amount equal to 50% of the estimated cost.
- One similar completed work costing not less than the amount equal to 80% of the estimated cost.
Experience will be updated by giving 8% simple weightage per year to bring them to the current financial year price level. Work Experience certificate should not be issued below the rank of Executive Engineer.
