Investigative Solutions Network-maskwa (isnm) Seeks Quotes For Uniformed Security Services To Provide Safety And Security For Indigenous Community Evacuees Housed Across Southern Ontario During The 2025 Calendar Year. These Services Will Be Activated As Needed To Support Evacuations In Response To Flood, Wildfire, And Other Emergencies. Preference Will Be Given To Vendors Experienced In Providing Respectful And Culturally Sensitive Services To First Nations Communities. Primary Locations: Toronto, Hamilton, Mississauga, Brampton, Barrie, London, Kitchener, Guelph, St. Catherines, Niagra Falls, Cambridge, Oshawa, St. Thomas, Brantford Requirements We Request Quotes From Security Providers Capable Of Providing Reliable And Visible Uniformed Security, Including Regular Patrols, A Mobile Supervisor, And Marked Vehicles To Support A Safe Environment For Evacuees. 1. Service Locations: Security Services Must Be Available Across Urban And Suburban Centers In Southern Ontario, Covering Multiple Accommodation Sites And Surrounding Areas As Needed. 2. Activation And Response Time: Rapid Activation: The Contractor Must Be Prepared To Activate Security Services Within 24 Hours Of Receiving Notification From Isn Maskwa. Point Of Contact: The Contractor Must Provide A 24/7 Point Of Contact Proficient In English For Coordination, Reporting, And Addressing Security Concerns. 3. Staffing Requirements: 24/7 Security Coverage: Provide 24-hour Security With 2-4 Uniformed Personnel At Each Designated Location, Based On Isnm’s Direction. Mobile Supervisor: Assign A Mobile Supervisor To Oversee Security Operations And Communicate Regularly With Isnm’s Security Manager. Marked Patrol Vehicle: Ensure A Marked Security Vehicle Is Available At Each Designated Location Housing Evacuees. 4. Security Duties: Patrols And Surveillance: Regular Patrols Of Facility Exteriors, Surrounding Grounds, And Premises To Detect Suspicious Activity, Enforce Facility Rules, And Safeguard Evacuees. Identification Checks: Conduct Id Checks As Needed And Control Facility Access, Ensuring Only Authorized Individuals Enter. Incident Reporting: The Security Supervisor Must Report To Isnm’s Security Manager At The End Of Every Shift To Provide A Comprehensive Briefing On Any Incidents Or Observations. Professional Conduct: Security Personnel Should Maintain A Professional Demeanor At All Times, With A Visible Yet Non-intimidating Presence. Notably, Visible Tactical Gear Is Not Permitted. 5. Medical, Cultural, And Accessibility Accommodations: Protective Equipment: Provide Protective Seating Or Seat Covers As Needed, Especially For Elders And Those With Medical Conditions. Cultural Sensitivity: Security Personnel Should Demonstrate Cultural Sensitivity, Understanding The Unique Needs And Protocols Of First Nations Evacuees. 6. Safety And Compliance Standards: Insurance: The Contractor Must Carry Adequate Liability Insurance For All Security Personnel And Vehicles. Appearance Standards: Ensure Security Personnel Maintain A Professional Appearance That Positively Reflects On Both Isn Maskwa And The Service Provider. Uniform Presence: Personnel Should Have A Visible, Uniformed Presence To Provide Reassurance Without Appearing Confrontational Or Militaristic. 7. Service Terms And Conditions: Trip Cancellation Policy: Isnm Will Provide 12 Hours’ Notice For Any Service Cancellations. No Cancellation Fees Will Apply If Proper Notice Is Given. On-time Requirement: Security Personnel Must Arrive Within 30 Minutes Of Scheduled Shift Times. Any Costs Associated With Delays Or No-shows Will Be Borne By The Contractor. 8. Billing And Payment Terms: Invoicing: Invoices Must Be Submitted Twice Monthly (1st–15th And 16th–end Of Month) And Received Within One Week Of Each Billing Cycle.
