I: Introduction These Terms Of Reference Align With The Current Jupsa 2021-2025 Outcome Towards Providing Guidance And Institutional Capacity Building To Implement Programmes That Reduce Vulnerability To Hiv&aids And Mitigation Of Its Social Economic Impact On Society, Including Plhiv And Other Vulnerable Communities. Building On The Revision Of The National Policy Framework On Hiv&aids And The World Of Work (2020), The Ilo Will Provide Support To The Ministry Of Gender Labour And Social Development (moglsd), Together With The Social Partners, Through An External Collaboration, To Develop A Monitoring And Evaluation Plan For The Respective Policy. It Is This Regard That The Ilo On Behalf Of The Moglsd And Social Partners Is Seeking For A National To Undertake The Assignment. The Joint United Nations Programme On Hiv&aids (unaids) Brings Together The Diversity, Resources And Expertise Of The Un System, Government, Social Partners And Civil Society Organizations Around A Shared Vision Of Ending Aids And Achieving The Three Zeroes. Under The Un Joint Programme On Support On Aids In Uganda (jupsa), The International Labour Organization (ilo) Is The Lead Un Agency Mandated To Promote Policy And Programme Development And Implementation Of Hiv&aids In The World Of Work. Since 2000, The Ilo Has Been Supporting Governments, Employers’ And Workers’ Organizations And Other World Of Work Stakeholders In Responding To Hiv And Aids At National Levels. This Is In Line With The Ilo Recommendation Concerning Hiv&aids And The World Of Work (no. 200) That Gives Mandate To The Member States To Adopt National Hiv&aids Workplace Policies And Programmes. It Is Noteworthy That Majority Of People Living With Or Affected By Hiv Are Of Working Age. It Is Therefore Essential To Understand The Contribution Of Existing Policy Frameworks Towards The Mitigation Of Hiv&aids On The Labour Force, On Productivity And On Economic Growth. Ii: Background: Currently, Uganda’s Population Stands At An Estimated 42,463,268 People (ubos Estimates April 2021). There Has Been A Slow But Progressive Trend In Levels Of Employment In Uganda. The Total Number Of Employees In The Formal Sector Rose From 699,960 To 1,014,190 Between 2010 And 2015. This Number Is Estimated To Be 1.8million Today. Much As Uganda Has Made Significant Progress In The Fight Against Hiv&aids, There Remains Some Gaps Around Stigma That Contributes To 30.4% Being Denied Employment Or Lose Income, While 14.2% Have Had Their Job Descriptions Changed Because Of Their Hiv Positive Status. Presently, Uganda Has 1.414m Of People Living With Hiv Aids While The National Adult Hiv Prevalence Rate Stands At 5.8% Especially For The Eligible Working Age Group Of 15-49 Years. According To The Unaids 2020 Report, The Current New Hiv Infections Stand At 53,000 While Those Whose Deaths Are Attributable To Aids Are 21,000. Furthermore, According To The International Labour Organization 2019 Report On The Impact Of Hiv&aids On The World Of Work - Global Estimates For 2020, Uganda Has 1,361,984 Million Individuals In The Labour Force Living With Hiv’ Of This 580,779 Are Men While 781,205 Are Women. The Ilo Report Further Estimates Hiv Prevalence Rate In The Labour Force In Uganda At Around 7.5% For 2020 Compared To The National Rate Of 6.8%, With The Deaths In The Labour Force That Are Attributable To Aids At 13,942 Persons. It Is Important To Recognize That Hiv&aids Has Varying Impact Across Different Sectors Of The Economy, Because Hiv Prevalence Is Not Uniform And Its Impact Depends On Many Factors, Including The Occupational And Gender Structure Of A Sector, And The Level Of Skills Of The Workforce. For Instance, The Construction, Transport & Communications, Fishing, Mining And Public Administration, Where The Workforce Comprises Predominantly Males, Account For More Than 75 Percent Of Hiv Prevalence In The Workforce. By Contrast, Domestic Employment And Hotels & Restaurants, And Agriculture Where Females Make Up The Majority Of The Workforce, And More Than 80% Of The Hiv+ Workers In These Sectors. While Significant Strides Have Been Made In The Aids Response, Major Gaps Remain, Which Need To Be Addressed Urgently. Accordingly, The Ministry Of Gender Labour And Social Development, Together With The Social Partners Undertook A Revision Of The National Policy Framework On Hiv And Aids At The World Of Work (2007) - In Order To Strengthen The Capacity Of Both The Public And Private Sector In Mainstreaming Hiv And Aids Responses At World Of Work And Thus Contribute To Increased Productivity, And Incomes. The Policy Framework Shall Sustain The Current Enabling Policy Environment And Guide The Ministry Of Gender Labour And Social Development, Together With Its Social Partners, As An Instrument For Regulation, Reporting And Response By Government On Support, Prevention And Mitigation Of The Impact That Hiv And Aids Has On The Workforce. This Will Enable The Labour Force To Optimally Contribute To Human Capital Development – A Core Theme Of Ndp Iii And The Attainment Of A Middle-income Status As Espoused In The Vision 2040. Iii. Objective: The Key Objective Of The External Collaboration Is To Develop A Monitoring And Evaluation Plan That Will Provide A Blue Print That Spells Out Systematic And Objective Approaches Or Processes For Monitoring Performance Of The National Policy Framework On Hiv&aids And The World Of Work, Based On The Set Results, For The Period 2021-2025. Furthermore, The External Collaboration Will Ensure That The M&e Plan Relevantly Includes But Not Limited To, Periodic Information To Be Gathered That Will Inform Progress, Facilitate Decision-making And Improve Performance And Strategic Reporting. Iv: Vendor Responsibilities: Specifically, The External Collaboration Shall Undertake The Following: Submit An Inception Report That Provides A Work Plan, Tools And Suggested Templates That Will Be Applied To Develop The M&e Plan. Analyze Results, Outputs And Indicators In Alignment With The Objectives Of The National Policy Framework On Hiv&aids And The World Of Work Conduct A Validation Process With The Technical Team And Other Key Relevant Actors; To Solicit Input And Feedback Into The M&e Development Process. Present A Draft To The Technical Team For Endorsement Submit The Final End-of Assignment Report Of The M&e Plan To The Technical Team For On-ward To Management Of The Ministry And Social Partners. V: Reporting And Payment Schedules Deliverable Period Payment Due Inception Report Approved Inception Report Describing The Methodology Of The Work Plan And The Financial Budget Week 1 Upon Signing Of The Contract 30% Draft M&e Framework Draft Report With Components Of An M&e Plan, Including Indicators That Will Be Used To Measure Results And Performance – Ready To Be Validated By The Technical Teams. Week 3 60% End Of Assignment Report And Finalised M&e Plan Final Report Describing The Delivery Of Each Of The Out Puts With Actionable Recommendation. Presentation Of The Finalised M&e Plan, With Input From The Validation Processes. Week 5 10% 25 Days 100% Iv: Ilo Responsibilities In Line With The Procurement Procedures, The Ilo Will Solicit Competitive Bidding For The Assignment From Qualified Nationals. A Contractual Process Will Be Undertaken Following An Evaluation And Selection Of The Technical And Financial Proposals. The Consultancy Will Be Supervised By The Ilo National Project Coordinator On Hiv&aids And The World Of Work In Uganda. V: Tasks The Consultant Will Undertake The Following Tasks: Review The Existing M&e Systems, Tools And Indicators Aligned With The Moglsd Discuss The Progress And Share Early Drafts Of The M&e Framework With Moglsd And Other Key Stakeholders For Input And Comments Review The International, Regional And National Legal An Institutional Framework To Identify Agencies Responsible For Implementation Of Hiv&aids Prevention And Control In The Context Of The World Of Work Formulate Monitoring And Evaluation Plan, Detailing Log Frame, Tools And Institutional Roles For Tracking And Reporting The Implementation Of And Compliance With The Proposed Mitigation Measures Of Hiv/aids In The World Of Work Vi: Completion Criteria The Work Is Expected To Be Completed By 15th November 2021. Vii: Requirements The Following Are The Preferred Requirements For The Assignment: Post Graduate Degree In Social Sciences, Public Health, Economics, Statistics Or Other Related Discipline From A Recognized University. Relevant Experience In Developing And Conducting M&e Plans Related To Hiv&aids Related Programmes Demonstrable Evidence In Engaging In Strategic Planning Or Programming In Health, Social Or Labour Related Fields Capacity To Undertake The Proposed Assignment And Produce The Expected Outputs Within The Duration Of The Contract.
