Terms Of Reference (tor) For Comprehensive Review Of Malaysia’s Lifelong Learning Policies And Programmes (service Contract) Open New Window

Location: Kuala Lumpur, Malaysia/home-based Languages Required: English And Malay Duration Of Contract: 2.5 Months (tentatively The Assignment Will Commence From 1 October 2021 To 15 December 2021. The Date Will Be Finalised After Completion Of The Hiring Process) I. Background The Negative Impact Of Covid-19 In Employment And Incomes Across Asean Has Been Significant, With Greater Impact Of The Crisis On Women, Young People And Other Vulnerable Workers In Terms Of Employment And Income Losses. As A Result Of Covid-19 Asean Faces An Unprecedented Crisis, Which Requires Policy Responses To Support A Human-centred Recovery, With Emphasis On Ensuring That Hard-hit Socio-economic Groups Such As Women, Young People And Low-skilled And Low-paid Workers Are Supported In Accessing Skills And Tvet Systems And Transition To Decent Jobs. In Spite Of The Current Challenges, There Are Signs Of A Recovery On The Horizon, With Evidence Of A Significant Rebound In Economic Activity And Labour Markets In The Second Half Of 2021. However, The Recovery Will Continue To Be Uneven Across Countries, Economic Sectors And Socio-economic Groups And Subject To Great Uncertainties, Threatening To Increase Inequality Within And Between Countries In Asean. Thus, To Support Employment Recovery And The Creation Of Decent Jobs That Ensure Women And Vulnerable Groups Such As Young People And Low-skilled And Low-paid Workers Benefit From Economic Growth, Improvement Of Lifelong Learning Strategies And Systems In Asean Becomes Critical. The Most Widespread Effect Of The Covid-19 Crisis And The Fourth Industrial Revolution On Employment In Asean Is The Heightened Need For Promoting Lifelong Learning. Many Of Today’s Skills Will Not Match Tomorrow Jobs And Skills Acquired Today May Quickly Become Obsolete. Thus, To Advance The Development Of An Effective Lifelong Learning System In Asean That Contributes And Responds To Future Skills Needs And Supports Recovery And Transition, National Reviews Are Proposed To Assess Existing Systems In Asean With A View To Developing Evidence-based Strategies To Strengthen National Lifelong Learning Systems. The Concept And Efforts In Promoting Lifelong Learning Are Not New In Asean. However, Accelerated Labour Market Disruptions And Job Losses Due To Increased Technology Adoption At Work –and Most Acutely By The Covid-19 – Pandemic, Have Led To A Renewed Interest In And Expectations For Lifelong Learning As A Means To Mitigate Negative Impacts Of These Labour Market Disruptions And To Support Work-to-work Transition. Therefore, The National Reviews Aim To Support Development Of National Policies And Strategies For Strengthening The Lifelong Learning System, So Workers Who Are In Industries Negatively Affected By Covid-19 And 2 Automation Have The Necessary Support And Opportunities For Skills Upgrading So They Can Effectively Transition To The New Jobs. The Improvement Of The Lifelong Learning Systems Is One Of Key Outputs Of The Skills For Prosperity In South East Asia Programme (sfp-sea). The Programme Aims To Contribute To Increasing National Capacity To Achieve Sustained And Inclusive Growth Through The Enhancement Of Skills Development And Technical And Vocational Education And Training (tvet) Systems In Malaysia, Indonesia, And The Philippines. To Achieve This Objective, The Programme Works With Government Agencies, Employers’ Organisations, Trade Unions, Educational Institutions And Other Partners In Malaysia, Indonesia And The Philippines To Facilitate Review And Reform Of The Countries’ Skills Development And Tvet Policies And Systems. In The Region, The Sfp-sea Provides Opportunities For Mutual Learning Among The Three Countries And The Other Asean Nations, And Beyond—not Only Showcasing The Results Of The Pilots And Lessons Learned From The Programme But Also Facilitating The Sharing Of Best Practices In The Region And Other Parts Of The World. In Malaysia, The Programme Focuses On Increasing Skills Development And Tvet Systems’ Readiness To Meet The Skills Needs Of The Future Of Work And Those Of Vulnerable Groups, Through Enhancing Four Areas Of The Tvet System And Delivery: ● Equity: Inclusiveness In Skills Development And Tvet Systems ● Quality: Future-ready & Coordinated Skills Development And Tvet Systems ● Relevance: Demand-driven Skills And Tvet/skills Recognition ● Cost-effectiveness: Improved Skills/tvet Financing Models The Sfp Malaysia Project Focuses On Tvet/skills Inclusiveness, Quality, Relevance And Readiness Whilst Addresses Skills Mismatch Issues In The Area Of Critical Needs For Skills Development And Tvet To Support The Industry Development And Socio-economic Progress. It Intends To Assist National Partners In Improving Policies To Ensure Industry-led Tvet In Public And Private Sectors And Increase Employment And Career Progress Opportunities For Tvet Students And Skills Trainees At National And Sub-national Levels. The National And Sub-national Activities At Two States, Namely Sabah And Kedah, Will Target: ● The Primary Beneficiaries: Youths (ages 16-25) And Women; And ● Other Beneficiaries (vulnerable Groups): O Members Of The B40 O Persons With Disabilities O Individuals Not In Employment Education Or Training (neet) O Small And Medium-sized Enterprises (smes) O Workers In The Informal Economy O Self-employed Individuals O Individuals Employed In The Gig Economy Under The Quality Pillar, The Sfp Malaysia Project Will Conduct The Comprehensive Review Of Malaysia’s Lifelong Learning Policies And Systems, Aiming To Deeply Understand Current Lifelong Learning System In Malaysia And Identify Gaps With The Needs Of Workers And Students, In Particular Those From Or In Tvet And Skills Training. The Results Of This Analysis Will Be Utilized to Refine Relevant Activities Of The Skills For Prosperity Programme In Malaysia And Other Ilo’s Initiatives. Ii. Objective In Order To Implement The Comprehensive Analysis Of Malaysia’s Life-long Learning Policies And Programmes, The Sfp Malaysia Seeks A Contractor Which Has Expertise In Analysing Lifelong Learning Policies And Programmes. The Objectives Of This Analysis Are To: 1. Examine Lifelong Learning (to Support Career Development And Job Mobility) Currently At Play In Malaysia In Terms Of Policy And Regulatory Framework, Implementation Mechanisms, And Other Supporting Systems To Facilitate Lifelong Learning As Well As Impacts Of That Learning. 2. Assess And Analyse The Capacity Of Current Policy And Systems In Meeting The Renewed Expectation On Lifelong Learning To Support Resilience And The Transitions That People Face Throughout Their Working Life. 3. Suggest Areas For Improvement In Policy, Institutional Arrangements And Supporting Mechanisms. Iii. Scope Of Work Under The Supervision Of Chief Technical Advisor And With Guidance From Senior Project Officers, Regional Specialists Of The Ilo, The Main Responsibility Of The Contractor Is To Conduct The Comprehensive Review Of Lifelong Learning (lll) Policies In Malaysia, Which Should Include, But Not Limited To, In Close Consultation With Stakeholders: 1. Identification Of Gaps And Recommendations For Policy, Implementation And Quick Wins – System, Organisation And Individual Levels. The Recommendation Should Be Summarised In The Form Of The Matrix, Which Include Key Challenges, Proposed Actions, And Actors Who Should Take Actions. The Recommendation Should Be Developed By Incorporating Findings From Sfp Malaysia’s On-going Pilot Activities. 7. Provide Strategic Advice And Inputs On The Sfp Malaysia Project’s And Ilo’s On-going And Upcoming Activities In Malaysia From A Lifelong Learning Perspective, Including: A) Tripartite Dialogues For The Improvement Of Lll Policies. B) Awareness Raising For Workers’ Rights For Upskilling. C) Development Of Gender Equality And Social Inclusion Career Progression Maps. D) Technical Assistance For The Development Of Labour Market Information Analytic Platform And The National Skills Registry. E) Development Of Sector Skills Strategies. F) Pilot Implementation Of Improved Rpl Programmes. G) Tripartite Dialogue For The Development Of Skill-based Wage. Iv. Methodologies The Study May Apply Multiple Method As Follows: 1. Experience: A Minimum Of Ten Years Of Experience In Working On Skills Development, Tvet, Higher Education, With Focus On The Implementation Of Lifelong Learning Principles Through Coherent Pathways And Credit Grants For Formal, Non-formal And Informal Qualifications Gained Through Various Skills Development Mode. Experience In: Carrying Out Qualitative And Quantitative Research. Producing High-quality Reports In English. Working With Industry, In Particular Employers’ And Workers’ Organizations. Working With Government Agencies Responsible For Tvet/skills Training And Higher Education, Experience In Lifelong Learning Policies Preferred. Organising High-level Consultation Workshops.
