Request For Proposal For The Procurement And Installation Of Led Panel At Bole-lemi And Hawassa Industrial Parks Background:   Under The Fund By The Bmz, The Vison Zero Fund (vzf) Component Of The Siraye Program Is Implementing An Initiative On “protecting Garment Sector Workers: Occupational Safety And Health Support In Response To The Covid-19 Pandemic”. This Initiative Aims At Protecting Workers, Employers And Their Families From The Direct And Indirect Health Risks Of Covid-19.  It Supports The Implementation Of Quick Occupational Safety And Health (osh) Oriented Actions To Support National Efforts To Strengthen Occupational Safety And Health (osh) Measures To Facilitate Return To Work In Acceptable Conditions Of Safety And Health.  This Integrated Strategy Assists Enterprises To Regain Normal Economic Activity And Mitigate Further Interruptions In The Supply Chain. Among Other Activities, It Plans To Achieve Enhanced Awareness Creation By All Relevant Stakeholders On The Risks Of Covid-19 In The Workplace And Implementation Of Effective Responses Developing Gender And Disability Inclusive Covid-19 Awareness Raising Messages And Dissemination Plans Targeting Industry Park Communities, And Outside.  With This In Mind, The Program Intends To Install Dynamic Billboards At Bole-lemi And Hawassa Industrial Parks To Address Workers And The Park Community, At Large, With Updated Awareness Creation Messages On Covid-19 Prevention Mechanisms And Decent Working Conditions During And After The Pandemic.  Purpose: To Provide Regular And Up To Date Evidence Based Information To Create A Knowledgeable, Healthier And Productive Worker That Applies An Informed Decision Affecting Her/his Career And Personal Lives. In Order To Achieve The Outlined Objective Led Billboards Will Be Used.   Chanel Of Communication  In Order To Communicate The Information Led Billboards Will Be Used. The Billboard Is Expected To Provide Short, Memorable And Informative Messages On Covid-19 Prevention Mechanism, Labor Law, Industrial Relations, Working Conditions  To The Workers, Employers And Industry Park Community. Specifically, It Can Serve As An Active Media For Transmission Of Regular Messages, Among Others, On Osh, Workers’ Rights And Responsibilities, Gender Equality, Gender Based Violence, Disability, , And Grievance Handling. In Addition, It Will Be Used To Portray Short Videos And Programs Developed By The Siraye Team, But Also To National And Local Medias On Contents Developed To Aware And Educate Workers On Different Topics Of Decent Working Conditions. Target Beneficiary: The Target Beneficiaries For The Led Panel Are Workers And Park Communities Including Employers, Eic, Ipdc, And Other Service Providers Such As Security Guards. It Targets To Reach Out To About 40,000 Workers In Both Parks.   Management Of The Led Billboard:   The Entrances Of Bole-lemi And Hawassa Industry Park Are The Primary Targets For Installing The Billboard; However, Further Selection Of The Installation Area Will Be Decided Jointly With Blip, Hip, And The Suppliers In Consideration With Central Location For The Park Community, Wind Direction And Power Supply Point. Industry Park Development Cooperation (ipdc) Will Take The Ownership Of The Billboard Once It Is Installed And Functional. It And Maintenance Officers Will Be Provided With Adequate Training To Operate The Billboard And Conduct Minor Servicing On Regular Basis And When Required. Evaluation Criteria Offers Will Be Initially Checked For Compliance With The Following Administrative (formal) Requirements To Qualify For Further Assessment, Which Otherwise Will Call For Rejection: Offers Must Be Submitted Within The Deadline Stipulated In The Solicitation Documents; Offers Must Be Signed Properly And Include Documents Indicating That The Offer Is Authentic. The Led Billboard Should Have A High Quality P4 Led Digital Screen With Aluminium Cladding Frame On The Four Sides Surrounding The Panel. The Expected Size Of The Board Should Be 3m By 3m; Will Be Placed Visible Places And With Adequate Heights From The Ground. The Led Billboard Should Be Connected To Wi-fi And To Different Channels And Devices To Edit And Manage Contents Accordingly.  The Led Should Display Front Access Led Video And Audio Screen Technology. The Led Bill Bored Should Have A Protection System, Water Resistant And Wind Resistant Systems And Structures/cement Padding For Erecting The Panel.   The Service Provider Should Install The Led Board As Part Of The Service.  The Service Provider Should Train Users From Ipdc (at Least 5) For A One-day Training On Minor Maintenance, Servicing The Led, Precaution And Protection Measures, Led Connectivity With Other Devices And Other Relevant Topics. This Should Be Provided To Both Bole Lemi And Hawassa Industry Parks Separately.   The Service Provider Should Provide Guarantee For Internal And Hardware Services And Defects Emanating From The Device For A Minimum Of Six Months. Offers Not Meeting The Above Quality And Standard Requirements Will Be Rejected. In The Technical Proposal, Bidder Shall Review All The Requirements In The Tor And Describe How It Intends To Meet Them; Reflect Its Understanding Of And Approach To Meeting These Requirements In The Proposal.
