Tor For Organization, Coordination, Logistics And Administrative Support Of Ilo Events And Activities Under The Estidama++ Project March – December 2024 (tentative) & Tor For Organization, Coordination, Logistics And Administrative Support Of Ilo Events And Activities Under The Estidama++ Project March – December 2024 (tentative)   I.background & Context   In Jordan, The Majority Of The Workforce Is In The Informal Economy, Where There Is Increased Risk Of Exploitation And A Lack Of Social Protection Coverage. The Exact Number Of Informal Workers In Jordan Is Difficult To Measure, But Based On Previous Labour Force Surveys, Certain Characteristics Appear To Increase The Likelihood Of Workers Being Informal, Marked By Their Lack Of Social Security Coverage. Workers In Micro And Small Enterprises, Non-nationals And Workers In Particular Sectors Such As Construction And Agriculture, All Have Lower Rates Of Social Security Coverage. A Combination Of Factors Such As Legal Exclusion, Contribution Cost, Awareness And Employer Compliance, Influence Participation. Without Some Form Of Social Protection, Workers Face Higher Financial Risks And Consequences To Their Well-being When Contingencies, Such As Sickness, Unemployment, And Work Injury, Occur. The Right To Social Protection Is Universal, And One In Which Jordan Has Taken Important Steps To Realize.  The Estidama++ Fund Was Initiated As A Response During The Covid-19 Crisis. The Crisis Funnelled Into Pre-existing Decent Work Deficits, In Particular Those Related To Gaps In Social Protection Coverage. Workers Themselves Realized The Consequences Of Inadequate Coverage As Firms Slowed Operations And Put Workers Into Furlow. The Programme Leveraged The Increased Attention To Social Protection During The Pandemic As An Opportunity To Extend Social Security Coverage To Vulnerable Informal Workers, Including Refugees, While Providing Short-term Income Support To Incentivize Registration With The Jordanian Social Security Corporation (ssc) And To Support Compliance With Contributions In The Medium/long-term.  Phase 1 Of The Project Started In June 2022 And Will Have A Total Duration Of 18 Months. Phase 2 (launched In August 2023) Will Run For 12 Months, With A Streamlined Benefit Structure. Phase 2 Of The Design Provides The Following Benefits: Coverage Reward: The Coverage Reward Seeks To Cover The Worker’s Contribution To Social Security. In Phase Ii It Does It Through 4 Direct Cash Transfers Of Jod 100 To Workers. Contribution Subsidy: The Contribution Subsidy Funds The Employer’s Contribution To Social Security With A Subsidy Of Jod 30 A Month. Outreach: A Targeted Communication And Outreach Campaign Seeks To Ensure Workers And Employers Understanding Of The System And Its’ Processes, And The Benefits That Can Be Accessed By Workers And Employers At Different Moments. The Project Is Innovative In Bringing Together Donor Governments To Help Offset Some Of The Financial Barriers Vulnerable Workers Experience In Accessing Social Security, And To Help Offset The Risk Incurred By The Ssc In Extending Benefits To Groups Who May Be Unable To Pay Full Contributions In The Short-term. In Phase I, The Kingdom Of The Netherlands, The Kingdom Of Norway And The Foreign Commonwealth And Development Office Of The United Kingdom Pledged Their Support. The Ssc Mobilized Operational And Technical Teams To Oversee The Programme Operations And Integrate It Into The Ssc Architecture (it, Finance, Operations, Media Etc.), With Technical Guidance And Oversight From The Ilo. This Tor Assignment Relates To The Coordination And Management Various Ilo Activities During The Implementation Of The Project.   Ii.objective   Carry Out The Events, And Activities Under The Estidama++ Project To Ensure Smooth And Cost-effective Solutions While Allowing The Project Team To Focus On Core Project Aspects. Also, To Elevate The Overall Quality Of The Project-related Events, And Services, Aligning With The High Standards Set By The Estidama++ Project Team. Iii.assignment Of The Event Management Company   The Estidama++ Project Is Expected To Execute Approximately 16 (less Or More) Activities During 10 Months Duration. The Selected Service Provider Is Expected To Carry Out The Specific Arrangement Of All Logistic, And Administrative Support Needed For All Events And Activities Requests Made By The Estidama++ Team Members. The Purchase Order Will Be Based On The Tentative Plan And Expected Activities Throughout The Contract Duration. Various Adjustments, Including Changes In Numbers, Durations Of Activities, And Other Elements, May Occur During The Actual Arrangement Process, Aligning With The Specific Needs Of The Event. All Requirements Shall Be Confirmed In Advance By Ilo Focal Point Per Event. Iv.tasks   The Selected Service Provider Will Carry Out The Following Tasks: Hotel Arrangements For 5 Estimated Events Each Event Will Last 1-2 Days As Per The Following Requirements. A Hotel From The Following Four Options; 1) Intercontinental Jordan, 2)marriott; 3)movenpick (amman)  4) Kempinski Hotels (amman)     5 Single Rooms Per Event Venue That Accommodates 30 To 40 Individuals. Meals: An Open Buffet For Lunch (international Cousin Including Vegetarian Options) 2 Coffee Breaks (1 Basic And 1 Regular) Including Vegetarian Options And A Fruit Platter. Digital Podium Internet Connection Pens And Notebooks On Tables In Front Of Each Participant  Drinking Water On Each Table Registration Table (entrance) Head Table For Training Style Setting Flipcharts With Paper Markers For The Flip Charts. Antibacterial Gel & Wet Wipes, And Face Tissues On Each Table Poles For Ilo And Jordan Flags (jordan Flag To Be Provided By The Hotel Or The Event Planner)     Provision Of Catering (meals And/or Coffee Breaks) For 5 Meetings (a Total Of 125 Participants) Or Activities That Take Place For One Day In Ilo Office Or Other Locations Inside Amman As Per The Following: Venue Rental (this Is Only Used If The Ilo, Government, Or The Ssc Were Not Able To Secure A Venue). Each Meeting Will Approx. Consist Of 25 Participants. Provision Of Lunch Meals For Each Person Provision Of 1 Rich Coffee Break Per Day.    Provision Of Transportation Allowance 10 Jods Per Person Per Day.   Logistics For 5 Events In The Governorates For Up To A Total Of 125 Participants (around 25 People In Each Event). The Events Will Take Place In Irbid, Zarqa, Mafraq, Salt And Madaba.  Venue (one Time Rental For Each Governorate, This Is Only Used If The Government Or The Ssc Were Not Able To Secure A Venue) Transportation For 125 Participants As Distributed In The Attached Annex A Coffee Breaks (1 Regular) Including Vegetarian Options And A Fruit Platter. Provide Stationary And Other Event Supplies When Needed, Such As Badges, Table Tents, Notebooks, Pens, Etc As Needed (lump Sum) Add A Miscellaneous Line For Any Prompt Unexpected Cost Upon Written Requests Of 2,000 Jods.   P.s Supplier Should Seek To Reduce The Use Of Disposal Items As Much As Possible.   V.timeframe & Deliverables  (15 March – 31 December 2024 Tentative)   The Contract Is Expected To Span Over 9.5 Months Duration To Start On March 15th, 2024 And Is Expected To End In December 31st, 2024. The Table Below Outlines The Deliverable Method Linked With The Completion Of Each Activity. Completion Of Each Activity (event, Meeting, Workshop Etc…) In Accordance With The Requirements Stated Under Section Iv Tasks Will Be Considered A Deliverable, Subject To Approval By The Project Manager And Satisfaction Of The Ilo. Additionally, Each Approved Deliverable Shall Align With The Submission Of An Invoice And Actual Services Delivered, In Accordance With The Price List Provided By The Contractor. Deliverable  Activity (event/ Meeting And/or Workshop) Deliverable Description 1- Submission Of The Invoice Along With The Deliverable Related To Activities That Were Held From Mar Until Dec 2024 Including Signed List Of Participants, Receipts, And Others Documents As Requested.
