Background In The Pacific, Traditional Foods Have Been Largely Replaced With Imported, Processed Foods. Unhealthy Diet Is One Of The Four Leading Risk Factors For Ncds. Poor Diets Lead To Obesity And Other Forms Of Malnutrition. there Are Many Drivers That Influence Food Systems, And Multiple Factors That Affect Individual Food Choices. Using Fiscal Policies To Influence Dietary Choices Is An Evidence-based Strategy For Ncd Prevention And Can Improve Food Systems And Influence Consumer Decision-making. Raising Taxes On Unhealthy Foods Can Increase Price And Reduce Affordability; While Eliminating Taxes, Instituting Price Controls Or Even Subsidies Can Increase Availability And Consumption Of Healthier Foods Such As Fruits And Vegetables. Despite A Shared Reliance On Imported Products, Food Systems Across The Pacific Vary Significantly. Impacts Of Food Fiscal Policies Will Also Vary Due To These Food System Differences, Current Political Environment, And Other Factors. Tax Rates, Tax Structures, And Tax Revenues Can Be Designed To Change Dietary Consumption Patterns And Benefit Public Health. Assessing And Predicting The Intended And Potential Unintended Outcomes Of Food-related Fiscal Policies Through Modelling Will Inform Planning And Decision-making For Ncd Prevention Through Fiscal Measures.   Purpose/specific Objective Of The Activity To Increase Understanding Of The Potential Impacts Of Diet-related Fiscal Policies In Specified Pacific Island Countries (pics).   Description Of Activities To Be Carried Out Output 1: Assess Current Food-related Tax Structures And Rates (policy Environment) In Three Pics (identified By Who/dps), And Model Impacts Of Increased Taxes On Specific Items, On Availability And Consumption Patterns Of Unhealthy And Healthy Food, Revenues,  and Prevalence Of Diet-related Risk Factors For Ncds. Deliverable 1: A Report (one For Each Country)  describing The Results Of Modelling Different Taxation Levels On Different Food Categories And Determine The Impact On Consumption, Revenues, And Related Health Outcomes. This Will Serve To Inform Decision-making On Food-related Taxation. The Report Should Provide Key Recommendations And Rationale For Tax Implementation Including Rates And Structure For Short-term And Ongoing, Using The Modelling Predictions As Well As  evidence-based Strategies, And Local Context.   Methods To Carry Out The Activity The Incumbent Is To Work Closely With Who Dps And Relevant Stakeholders. • Online Research, Phone Calls, Document Reviews, Interviews. • Use Existing Data Sources (no Primary Data Collection). • Model The Impact Of A Series Of Fiscal Policies On Prices, Consumption Patterns, Food Security, Ncds,   And Health, Including Tax Increases (high-fat, High-salt And/or High-sugar Products); And  tax Exemptions (fruits And Vegetables); And Apply Who Tools Including Pacific Salt Targets And Wpro Nutrient Profiling Tool To Identify Healthy And Unhealthy Foods And Beverages Which Can Be Modelled.   Qualifications & Experience Education Essential:   An Advanced University Degree (master’s Level Or Above) From A Recognised University In Public Health, Nutrition, Health Economics Or International Health Or Related Field.    Experience Essential: At Least Two Years Of Relevant Experience At National And International Level.  Desirable: • Relevant Work Experience In Who, Other Un Agencies, Relevant Non-governmental Or Humanitarian Organizations. • Pacific Experience An Advantage.   Technical Skills & Knowledge • In-depth Knowledge Of Health Promotion, Behaviour Change Principles, And Ncd Prevention And Management. • Excellent Communication And Writing Skills. • Demonstrated Experience In Conducting Tax Impact Assessment Modelling.   Languages Expert Level Written And Oral Communication Skill In English.   Competencies Consultants/contractors Are Expected To Demonstrate These Mandatory Competencies. • Teamwork. • Respecting And Promoting Individual And Cultural Differences. • Communication.   Additional Information: The Selected Consultant Will Be Expected To Provide A Medical Certificate Of Fitness For Work.
