The bid capacity required in the given tender to bid can be calculated using specific formulas and values provided. To determine the bid capacity, bidders must have completed works of certain values within the last 7 years. The required bid capacity can be met in three different ways:
(i) Three similar works each costing not less than 40% of the estimated cost, (ii) Two similar works each costing not less than 60% of the estimated cost, or (iii) One similar work costing not less than 80% of the estimated cost. Given the estimated cost of the work is Rs.13,21,18,730/-, the bid capacity required can be calculated as follows:
1. 40% of the estimated cost: 0.4 * 13,21,18,730 = 5,28,47,492
2. 60% of the estimated cost: 0.6 * 13,21,18,730 = 7,92,71,238
3. 80% of the estimated cost: 0.8 * 13,21,18,730 = 10,56,94,984 Additionally, another formula for calculating bidding capacity is: Bidding Capacity = {[AxNx1.5]-B} Where, A = Maximum turnover in construction works executed in any one year during the last seven years, N = Number of years prescribed for completion of work for which bids have been invited, B = Value of existing commitments of ongoing works during the period of execution of work for which bids have been invited. The value of completed works shall be brought to the current costing level by enhancing at a simple rate of 7% per annum. Therefore, the bid capacity required in the given tender to bid is:
- Three similar works each of value not less than Rs.5,28,47,492
- Or two similar works each of value not less than Rs.7,92,71,238
- Or one similar work of value not less than Rs.10,56,94,984.

The required prior work experience for the bidder includes completing similar works with specific values and percentages. For Civil Works, the criteria are: - Three similar works each costing not less than Rs.44.07 lacs, - Two similar works each costing not less than Rs.66.10 lacs, - One similar work costing not less than Rs.88.14 lacs. For Electrical Works, the criteria are: - Three similar works each costing not less than Rs.159.71 lacs, - Two similar works each costing not less than Rs.239.56 lacs, - One similar work costing not less than Rs.319.42 lacs. For Composite work: - One similar work of value not less than Rs.10,56,94,984, - Two similar works each of value not less than Rs.7,92,71,238, - Three similar works each of value not less than Rs.5,28,47,492. Additionally, the bidder should have an Average Annual Turnover certificate for at least 30% of the Estimated Cost, i.e., Rs.3.94 Crores, and a Solvency Certificate of 40% of the Estimated Cost, i.e., Rs.5.28 Crores. The value of executed similar work shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. For specialized agencies, the bidder should have experience of: - 3 similar works of 40% value of the specialized work component of the tendered amount, - 2 similar works of 60% value of the specialized work component of the tendered amount, - 1 similar work of 80% value of the specialized work component of the tendered amount. The bidding capacity shall be worked out by the formula: Bidding Capacity = {[AxNx1.5]-B}, where A is the maximum turnover in construction works, N is the number of years prescribed for completion of work, and B is the value of existing commitments of ongoing works.
