Formula: MAAT = (Total turnover for the best three years) / 3 2. Liquid Assets: The bidder's last quarter's liquid assets should not be less than 20% of the estimated amount of the tender. Formula: Liquid Assets = Current Assets - Inventories 3. Net Worth: The bidder's net worth for the last three financial years should be positive. 4. Solvency: The bidder should have a bank solvency certificate for a sum of minimum 20% of the estimated cost of the tender. 5. Qualification Requirements: The bidder should meet the qualification requirements, including registration, technical criteria, and experience. The formulas for evaluating bids include: 1. Evaluated Bid Price = Bid Price + Differential Price + Cost Compensation for Deviations 2. Differential Price (DP) = n1F1 + n2F2 + … + nnFn, where F1, F2, …, Fn are the various factors in Indian Rupees per unit of parameter differential or deficiency, and n1, n2, …, nn are the respective parameter differentials or deficiencies. 3. The bidder is required to have prior work experience in line erection work of 66kV and/or above class, which can be as a main contractor or as a sub-contractor. The experience should include erecting transmission lines including foundation, tower erection, and stringing of conductor and earth wire of 66kV and/or above class lines on towers/H frame for a length between 15 KM to 20 KM. The minimum quantity of similar work experience should be equal to the tender quantity of the line in the last 3 financial years. The bidder should have experience in similar work, with a minimum value of such work being equal to or more than 50% of the estimated cost. This experience should be within the last 5 years. As for the values and percentages, the Minimum Average Annual Turnover (MAAT) for the best three years out of the last five financial years should not be less than the estimated amount of the tender. Last quarter’s Liquid Assets should not be less than 20% of the estimated amount as on the date of invitation of the tender. The bidder needs to provide an experience certificate (Form 3A) to support the claim of prior work experience.
