Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Department Of Agriculture-regional Field Office No. 8, Now Invites Bids For The Above Procurement Project. Delivery Of The Goods Is Required Within Thirty (30) Calendar Days After Receipt Of Notice To Proceed. Bidders Should Have Completed, Within Two (2) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii. Instructions To Bidders. Varieties For Food And Industrial Use (lakan 1, Sultan 10 And Rayong 5) 2. Cassava Seed Pieces Are 15-30 Cm Long And Must Have Atleast Seven Viable Nodes. 3. The Diameter Of The Pith Or Cork Is Not More Than Half The Diameter Of The Cortex. Packaging: A. Cassava Seed Pieces Should Be Packed Securely Into 500 Pcs/sack (pack In 100 Pcs. / Bundle, 5 Bundle / Sack) B. Label The Cassava Variety And Quantity On Each Sack. Terms And Conditions A During The Opening Of Bids, Bidder Shall Submit: 1. Certified True Copy Of Bpi Nursery Accreditation. 2. Submit A Duly Notarized Certificate Of Stock Sufficiency. B Winning Bidder Shall: 1. For Planting Materials Coming From Other Regions, Provide A Copy Of The Clearance For Domestic Transportation Issued By The Bpi - Plant Quarantine Services From The Point Of Origin. 2. Submit Its Bpi Certificate Of Accreditation Or Official Documents Stating Its Authority Of License To Operate Nursery And Supply Required Planting Materials., 3. Cassava Seed Pieces / Cassava Cuttings Should Be Pre-treated With Bacteriocide (streptomycin Or Tapiogard), Free Of Pest And Diseases; Cut Into 15-30 Cm Long With Atleast Seven (7) Viable Nodes. 4. Deliver Quality Cassava Seed Pieces Within 30 Calendar Days After Receipt Of Notice To Procede, To The Designated Drop Off Points (see Attached File), With Atleast 5% Allowance For Mortality Per Site Of Delivery. 5. Shoulder The Cost Of Unloading And Loading During The Delivery. 6. Upon Completion Of Delivery Of The Goods And Acceptance Of The Same By The Da-rfo Viii, The Supplier Shall Submit Billing Statement Indicating The Quantity And Amount Of Cassava Seed Pieces Supported With Delivery Receipts Per List Of Drop Off Points. C Any Delay Of Delivery Of Item Shall Be Subjected To Liquidated Damages Equivalent To 1/10 Of 1% Of The Contract Price Per Day Of Delay Of The Undelivered Items. D Payment Shall Be Made After The Complete Delivery Of The Goods/items To The Designated Drop-off Points, Inspection And Acceptance, Billing, And Submission Of Invoice And Delivery Receipt. E The Winning Bidder Must Submit A Snapshot Of Lbp Savings Account To Effect Payment. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184.
