Details: The Context: Water Resource Management is a Major Issue for Food Sovereignty. Depending on the territories, water and hydrological balances are contrasted and have strong impacts on systems: access and efficient management of water resources, disruption of water and plant cycles. In the Auvergne-Rhône-Alpes region, this water balance has been affected with an annual rainfall deficit of 22% for 2022. The irregularity of precipitation affects the growth of crops and their productivity. The problem of watering animals during the summer period is becoming more and more important in the daily lives of breeders. Optimizing the Available Water Resource Is Possible, But the Adaptation Solutions Are Multiple and Complex. Training Can Play a Role in Providing Farmers with the Knowledge Necessary to Design Hypotheses and Development Scenarios. Faced with this context, the Vivea Auvergne Rhône Alpes Committee is launching this specific call for tenders in support of a global project aimed at strengthening the autonomy of their production system.

(b) Options. The Government Will Evaluate Offers For Award Purposes By Adding The Total Price For All Options To The Total Price For The Basic Requirement. The Government May Determine That An Offer Is Unacceptable If The Option Prices Are Significantly Unbalanced. Evaluation Of Options Shall Not Obligate The Government To Exercise The Option(s).
(c) A Written Notice Of Award Or Acceptance Of An Offer, Mailed Or Otherwise Furnished To The Successful Offeror Within The Time For Acceptance Specified In The Offer, Shall Result In A Binding Contract Without Further Action By Either Party. Before The Offer’s Specified Expiration Time, The Government May Accept An Offer (or Part Of An Offer), Whether Or Not There Are Negotiations After Its Receipt, Unless A Written Notice Of Withdrawal Is Received Before Award.
