Description: Contract notice - general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (services) RV laboratory planning The aim of this negotiated procedure is the award of services for the specialist planning of technical equipment in plant group 7 (laboratory technical systems) in accordance with Section 53 FF Hoai 2021 for the execution of modernization and conversion measures on the office and laboratory rooms in the various departments of the PEI and the UBA. A small part of the measures will be limited to repair and maintenance measures. The tasks of the planning services include processing Lph 2 and 3 as well as 5 to 8. The services are awarded in the form of a framework agreement, for a term of at least one year with the option of annual extension to a total of four years, with a total of 12 measures expected. RV Laboratory Planning The Paul Ehrlich Institute (PEI), with its current location in Langen, is an institution within the business area of the Federal Ministry of Health. It promotes the quality, effectiveness and safety of biomedical vaccines and drugs through research and testing. The institute consists of 9 buildings, most of which were planned between 1984 and 1987 and built from 1988 onwards. The buildings are connected to one another by corridors or covered walkways. House 1 is an administrative building with office use, houses 6 and 9 house central technical systems, workshops and offices, houses 2, 3, 4 and 5 mainly house offices and laboratories and houses 7 and 8 in particular laboratories and animal husbandry facilities. The buildings are constructed as solid structures with flat roofs, all walls are made of brickwork or concrete. Structurally, all buildings are built in a similar column grid. The individual rooms, hallway areas and central zones are arranged in this grid and extended to 3 m, 6 m, 9 m etc. depending on use. Houses 2 to 5 as well as 7 and 8 have a technical floor above each usable floor with escape balconies on the facade, and a technical floor with a room height of 2.30 m, which together form a fire protection unit. Buildings 1 to 9 are also supplied with media technology and connected to one another via the so-called "ring channel", a canal structure located in the basement and running in a ring shape. An access permit is required to enter the main building or the grounds. In addition, access to the laboratories with protection levels 1 to 3 requires instruction from the responsible staff. The entire company premises are fenced in and monitored. The expected measures mainly concern the conversion and modernization of laboratories in the Paul Ehrlich Institute. Existing laboratories and former offices must be converted and upgraded into laboratory rooms in accordance with new user requirements. The planning services may include processing LPH 2, 3 and 5-8 as well as reviewing and checking the inventory documents and drawing up inventory plans. During implementation, coordinated consultation with the user and the Lbih is essential, as the conversion must go hand in hand with the smooth operation of the building. A small part of the measures will be limited to repair and maintenance work. These can be carried out both at the Paul Ehrlich Institute and at the Federal Environment Agency.
