Description Request For Expression Of Interest For Consultant To Reevaluate The Initially Derived Interim Sedqgs For Metals In Freshwater Sediment Reoi No. 2024-09-002 -erlsd-ers 1. The Department Of Environment And Natural Resources – Environmental Management Bureau (denr-emb), Through The General Appropriation Act Of 2021 Intends To Apply The Sum Of Php804,000.00 Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Purchase Request No. 2024-1205 Dated September 10, 2024. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposal. 2. The Department Of Environment And Natural Resources – Environmental Management Bureau (denr-emb) Now Calls For The Submission Of Expression Of Interest And Eligibility Document For The Consultancy To Reevaluate The Initially Derived Interim Sedqg’s For Metals In Freshwater Sediment. 3. Interested Consultant/consulting Firm Must Submit Their Expression Of Interest And Eligibility Document On Or Before September 20, 2024, 12:00 P.m. At G/f, Afmd Building (formerly Hrds Building), Emb-denr, Denr Compound, Visayas Avenue, Diliman, Quezon City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 4. The Bac Shall Draw Up The Shortlist Of Consultant/consulting Firms From Those Who Have Submitted Their Expression Of Interest And Eligibility Document And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Shortlist Shall Invite And Engage In Negotiation With Enough Consultant/consulting Firms Who Will Be Entitled To Submit Bids Subject To The Condition Laid Down In The Rirr Of Ra9184 Relative To The Instances When The Required Number Of Shortlisting Is Not Met. 5. Qualifications The Emb Would Like To Engage The Services Of A Consultant With The Following Qualifications: 5.1 At Least Having A Master’s Degree In Environmental Science, Chemistry, Environmental Toxicology, Environmental Management, Or Other Relevant Fields; 5.2 With Involvement In The Development Of Environmental Quality Guidelines/criteria And Formulation Of Environmental Policies And/or Related Activities; 5.3 Work Experience In Environmental Research, Management, Or Relevant Fields Of At Least Five (5) Years; 5.4 With Extensive Experience In Writing Technical Documents Such As Reports, Guidelines, And Other Policy Instruments, Having At Least 5 Research Papers, Peer-reviewed And/or Published For The Last 10 Years; 5.5 Preferably With Experience In Project Design And Preparation, Project Management And Implementation; And Environmental Regulatory And Policy Development Of At Least Five (5) Years; 5.6 With At Least Five (5) Years’ Experience In Facilitation Of Various Training Workshops Related To Formulation Of Framework; Environmental Monitoring Plan (e.g., Sampling Design; Site Identification, Etc.); Risk Assessment; And Statistical Approaches For Various Environmental Researches; And 5.7 Has Established Links With Government Agencies, Academe, Non-government Organizations, And/or Professional Organizations Involved In The Environmental Management And Natural Resources Sector. 6. Eligibility Requirements The Prospective Bidder/consultant Shall Submit The Complete, Recent/updated Eligibility Document As Stated Below (ra9184 Irr Annex H, Appendix A): A) Expression Of Interest (with Financial Bid) B) Company Profile With Professional License/curriculum Vitae Of Consultant If Consulting Firm, A Company Profile Indicating Its Qualifications, Experience, And Capability (including Its Track Record In Module Writing And Projects That Include Assisting Schools In Developing Modules And/or Conducting Training Among Schools On Module Development) If Individual Consultant, A Curriculum Vitae/profile Indicating Its Qualifications, Experience, And Capability (including Its Track Record In Module Writing And Projects That Include Assisting Schools In Developing Modules And/or Conducting Training Among Schools On Module Development) C) Philgeps Registration Number/proof Of Philgeps Registration D) Income/business Tax Return E) Omnibus Sworn Statement (required, Must Be Submitted Together With Eoi) 7. Task Of The Consultant, Outputs And Time Duration Tasks Of The Consultant Expected Outputs Submission Of Output 4.1 Review The Following Analytical Data Generated From The Conduct Of Sample Collection During The Dry Season Including The Data From Masinloc River: • Particle Size Analysis; • Sediment Chemistry; • Ecotoxicity; And • Benthic Community Assessment. Work Plan One (1) Month After Signing Of The Contract 4.2a Conduct Literature Survey And Collation Of Pertinent Reports From Other Concerned Agencies/institutions. This Includes But Is Not Limited To The Following: • Report On River Profiling And Sectioning Survey In Sta. Cruz, Panalabauan, Masinloc, Lauis And Bancal River Systems In Zambales • Results Of The Chemical Analyses For Water, Porewater, And Sediment Samples • Results Of The Ecotoxicity Tests On Water, Porewater, And Sediment Samples • Report On Benthic Community Assessment • Information On The Inventory Of Closed And Active Dumpsites In The Study Area • Submissions By Dumpsite Operators In Compliance With Environmental Laws And Other Municipal Ordinances • Monitoring Report Submitted To Lgus Re: Assessment Of River Quality • Soil Quality Assessment Report From The Department Of Agriculture And Other Research Institutes; And • Relevant Reports From The Bureau Of Fisheries And Aquatic Resources And Other Research Institutes Regarding The Inventory Of Aquatic Organisms 4.2b Review The Sediment Chemistry, Ecotoxicity, And Benthic Community Assessment Data From River Systems Potentially Impacted By Dumpsites Including Those From Bancal And Lauis River Systems; Pinagrealan And Amungan Sanitary Landfills Concept Note/capsule Proposal For The Application Of The Interim Sedqgs To Include Delineation Of Gaps Pertinent To Derivation Of Interim Sediment Quality Guidelines For Metals In Freshwater Systems In The Philippines Two (2) Months After Signing Of The Contract Updated Sedqg Roadmap 4.3 Reevaluate The Interim Threshold Values For Various Metals Such As Arsenic (as), Cadmium (cd), Chromium (cr), Copper (cu), Iron (fe), Manganese (mn), Nickel (ni), Lead (pb), Mercury (hg), And Zinc (zn) Generated From Wet Season And Recalculate Based On The Dry Season Data Report On Recalculation Of Interim Sedqg Including The Process For The Derivation Of Interim Sediment Quality Guideline Values For Metals As Influenced By Varying Seasons Three (3) Months After Signing Of The Contract 8. Responsibility Of The Consultant 8.1 Timely Submission Of Deliverables As Indicated In Section 4 Of This Tor; 8.2 Conduct Evaluation And Analysis Of The Data Provided By Emb; 8.3 Conduct Capacity Building Of The Emb Personnel On The Calculation And Evaluation Of The Sediment Quality Guidelines; 8.4 Review And Synthesize The Recommendations And Suggestions Made By The Technical Working Group; 8.5 Provide The Reference Materials Used In The Evaluation Of Data And Report Preparation; And 8.6 Present Deliverables Indicated In The Workplan. 9 Compensation Terms And Conditions: The Consultant Shall Receive A Total Amount Of Eight Hundred Four Thousand Pesos (php 804,000.00) Only; Inclusive Of Taxes Upon Completion And Acceptance Of All Obligations.
