District Of North Vancouver Tender

The District Of North Vancouver And The City Of North Vancouver (the “municipalities”) Are Dedicated To Decreasing Carbon Emissions By Enhancing Sustainable Transportation Alternatives For Their Residents.   With This In Mind, The Municipalities Have Allocated Funding And Also Secured Grant Funding To Develop A Small-scale Electric Cargo (e-cargo) Bike Lending Pilot Program For Two (2) Years. The Goal Of This Pilot Program Is To Offer Residents Low Barrier Access To E-cargo Bikes, Enabling Them To Embrace A More Sustainable And Efficient Mode Of Transportation And Providing An Opportunity To See How These Bikes Could Fit Into Their Day-to-day Life. The Pilot Will Be Evaluated To Determine The Suitability And Feasibility Of E-cargo Bike Share On The North Shore In The Future. In The First Year Of Operation, The Program Will Feature Up To Eight (8) E-cargo Bikes, Accessible For Borrowing At Various Public And Private Locations, Such As District Of North Vancouver Libraries And Up To Three (3) Selected Residential Buildings In The City Of North Vancouver. Eligible Residents Will Have The Opportunity To Reserve The E-cargo Bikes, For Little Or No Cost, Through An Online Booking System. After Use, The Bikes Are To Be Returned To Their Original Location Within The Rental Period.  Through This Reoi, The Municipalities Are Jointly Seeking Responses From Operators (“respondents”) Who May Be Interested In Overseeing The Administration And Operation Of The E-cargo Bike Lending Pilot Program.  The District Of North Vancouver Will Be Facilitating This Reoi On Behalf Of The Municipalities.   Through An Anticipated Future Request For Proposal (rfp) Process, The Municipalities Aim To Find A Suitable Operator To Achieve The Goals Set Out In The Pilot Program. This Is Not A Request For Proposals (rfp), Rather This Reoi Is Intended To Consult The Market And Explore Potential Organizational And Administrative Solutions That Will Address The Program Requirements, Including Ideas, Best Practices And Recommendations On Strategy, Scope And An Integrated Approach Which the Municipalities May Then Use To Help Refine Its Requirements For An Rfp.
