The bidder is required to have prior work experience in construction works of a similar nature and volume over the last five years. The information on prior work experience should be provided in a specific format, which includes details such as project name, name of the employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, actual date of completion, and remarks explaining reasons for delay, if any. The bidder must have successfully completed or substantially completed similar works during the last five years. The similar work experience can be in the form of: - At least one work - not less than 80% of the estimated project cost. - At least two works - not less than 50% of the estimated project cost. - At least three works - not less than 40% of the estimated project cost. The value of similar works is required to be mentioned in Rs. crore. The bidder should have completed at least three similar works, with each work not less than 40% of the estimated project cost. The bidder should have experience in similar work, which includes construction of roads in urban areas with carriageway, footpaths, streetlights, and underground utilities. The bidder must obtain 80 marks out of 100 for qualification, with a minimum of 15 marks for underground utilities works pertaining to power lines. Substantially completed works means those works which are at least 90% completed. The gross value of work done up to the last date of submission is 90% (value wise) or more of the original contract price. The bidder should have a minimum of 90% completion of similar works. The bidder should have acquired experience of execution of all major items of works under the proposed contract as a sub-contractor. In case a project has been executed by a joint venture, weightage towards experience of the project would be given to each joint venture in proportion to their participation in the joint venture. The value of work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. The bidder should demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts. The bidder should have executed similar water supply/sanitary engineering works for a minimum length as per technical evaluation in Section 2. The bidder should also have executed underground distribution power line for a minimum length as per technical evaluation in Section 2. The joint venture is allowed for package sizes exceeding Rs. 25 Crores. The bidder should have a minimum cash investment of up to 25% of the contract value during the implementation of the work. The bidder should also have access to lines of credit and availability of other financial resources facilities, certified by bankers, of at least 10% of the contract value. The bidder should demonstrate having experience and resources sufficient to meet the aggregate of the qualification criteria for each contract given in clauses. The bidder should inform the Tender Inviting Authority by submitting this information through Format at Annexure V if bidding for more than one package/contract. The bidder will not be allocated more than 3 (three) packages, even if their bid capacity permits. The Tender Inviting Authority/URIDA will decide on the allocation of packages if the bidder has not provided any preference. The bidder should have access to, or have available, liquid assets and/or credit facilities of not less than 10% of the value of the contract/contracts applied for. The bidder should own or have assured ownership to key items of equipment, in full working order, and must demonstrate that, based on known commitments, they will be available for use in the proposed contract. The bidder should have suitably qualified personnel to fill the positions as per Annexure-II. The bidder should submit an affidavit that the information furnished with the bid documents is correct in all respects exactly in the format provided with the bid documents. The bidder should also produce a PAN Card of the firm or contractor and such other certificates as defined in the Appendix to ITB. The bidder should have Class A registration and a valid electrical line license for executing street light works. The bidder should demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts.
