Description
E-6b Epmh Overhaul And Repair introduction naval Air Systems Command (navair) Airborne Strategic Command, Control And Communications (pma-271), Patuxent River, Maryland Is Conducting Market Research To Identify Potential Business Sources With The Resources, Capabilities, And Experience To Successfully Perform Multiple E-6b Programmed Depot Maintenance Inspections Known As Enhanced Phase Maintenance – Heavy (epmh) Depot Overhaul And Rework Events. Navair Intends To Use The Information Provided In Response To This Sources Sought Notice To Aid In Refining Its Acquisition/contracting Strategy, Budget Assumptions, And The Performance Work Statement (pws) For This Effort. the Work Entails Performing Scheduled Depot Tasks, Within-scope Repairs, In-service Repairs, Light Planeside Manufacturing And Fabrication, And Modification To Airframe Structures And Aircraft Systems Per Navair Issued E-6b Technical Directives And E-6b Depot Technical Manuals. The Contractor Shall Also Have The Ability To Perform Various Non-destructive Inspection (ndi) Techniques Including Ultrasonic Inspection, Eddy Current Inspection, Bolt Hole Eddy Current Inspection, Magnetic Particle Inspection, Penetrant Inspection, rotating Eddy Current Hole Inspection, radiographic Inspection, and Visual Inspections as Described In Navair 01-1a-16 And A1-e6b-ietm Pmc-e6b-d1e00-mab00-00 Using Equivalent Or Better/newer Equipment. To The Largest Degree Possible, The Bill Of Material Parts To Support The Effort Herein Will Be Supplied By The E-6b Contractor Logistics Support (cls) Provider From Stock That Is Owned By The E-6b Program. The Contractor Shall Have The Capability To Procure Common Bit-piece Parts As Required. The Contractor Shall Follow Existing Navair E-6b Depot Technical Manuals, Supplemental Engineering Information Provided By The E-6b Fleet Support Team And Have The Ability To Access/interpret Original Equipment Manufacturer (oem) Drawings And Technical Data. this Effort Is Anticipated To Begin As Early As Fiscal Year (fy) 2026 With A Base Year Plus Four (4) Options At The Rate Of Approximately One Epmh Event Inducted Per Fy. the Government Will Not Provide Funding For A New Business To Enter The Market For Costs Incurred To Support Any Of The Requirements Identified Above. background the E-6b Aircraft Is A Boeing 707-320 Commercial-derivative Communications Aircraft That Is Operated By The United States Navy (usn). It Carries No Federal Aviation Authority (faa) Or Faa-like Certifications. The Aircraft Are Equipped With Cfm56-2a-2 Engines That Require Removal, Preservation, Reinstallation And Rigging During Epmh Events. Aircraft Are Inducted For Epmh Every Eight Years With A Total Depot Processing Time Of 320 Calendar Days. Epmh Is Required By The Enhanced Phase Maintenance (epm) Depot Specification Navy Model E-6b Dated 29 January 2021. A Revised Version Is Currently Being Readied For Implementation. required Capabilites interested Parties May Submit Capability Statements Identifying Their Interest And Ability To Respond To The Requirement. Only Capability Statements Received On Or Before The Response Date Indicated On This Notice Will Be Considered By The Government. A Determination By The Government Not To Compete This Proposed Contract Action Based Upon Responses To This Notice Is Solely Within The Discretion Of The Government.
